三环线北段(三金潭~平安铺)道路排水工程环境影响报告书(报批本)前言前言1、世行交通项目概况在世界银行贷款资助下,武汉市开展了城市交通发展战略研究。在该研究的成果中,提出了武汉市近期亟待增强的交通系统的建设内容,从而形成了利用世界银行贷款武汉城市交通项目。武汉城市交通项目是由多个交通子项目组合而成的系统工程,既包括硬件建设,也涵盖相关的软件改进和完善。按各子项目性质进行归类,可概括为五大子系统,即道路基础设施建设工程、交通管理与安全工程、公共交通改善工程、道路维护工程和环境保护工程。该项目已于2003年编制完成了《利用世界银行贷款武汉城市交通项目环境影响报告书》,并通过审批。在该项目中包括了三环线北段(额头湾~汉施公路),该段道路分为两段建设,一段为三环线北段(额头湾~三金潭),项目编号RD1.1,道路长11.406km;另一段为三环线北段(三金潭~汉施公路),项目编号RD1.2,道路长3.6km。2、三环线建设概况根据武汉市城市总体规划,三环线是武汉市城市总体规划中确定的“三环十三射”路网主骨架中布置于主城边缘的一条快速交通环线,规划全长约90.1km。目前,三环线西、南段(额头湾~汪家嘴~关山二路)及白沙洲长江大桥、江汉五桥相继建成通车(36.23km);三环线北段(额头湾~三金潭15.13km)、东段(平安铺~白马立交10.52km、老武黄公路~关山二路7.82km)正在建设之中;东段(白马立交~老武黄公路10.51km)已基本完成规划设计;北段(三金潭~平安铺8.24km)是三环线的最后一段,其规划及实施是实现三环线全线贯通的控制性工程。其中,三环线北段从三金潭开始,到岱家山段与世行交通项目中基本一致,自岱家山段与世行交通项目中的线路走向发生了重大改变。在世行交通项目中,三环线北段自岱家山段向东沿张公堤与汉施公路相接,道路全线长3.6km;在武汉市城市总体规划中,三环线北段在岱家山段继续向东北延伸,跨过朱家河,经过黄陂区滠口街的南湖村,再经滠水故道后,向东略偏转在江岸区谌家矶街平安铺与平安铺立交相接,道路全线长8.24km。3、项目背景由于三环线北段自三金潭至平安铺的道路走向发生了重大改变,根据《中华人民共和国环境影响评价法》、国务院令第253号《建设项目环境保护管理条例》等的有关武汉市环境保护科学研究院-1- 三环线北段(三金潭~平安铺)道路排水工程环境影响报告书(报批本)前言规定,三环线北段(三金潭~平安铺)道路排水工程需重新进行环境影响评价。按照《建设项目环境保护管理名录》,该项目需编制环境影响报告书。武汉市城市建设利用外资项目管理办公室于2007年1月31日委托武汉市环境保护科学研究院承担该项目的环境影响评价工作,编制环境影响报告书。我院接受委托后,组织技术人员对项目现场进行了多次踏勘,收集了项目建设的相关资料,并进行了环境质量现状监测和公众参与等工作,对收集到的各类资料进行整理、分析,于2007年5月26日编制完成了《三环线北段(三金潭~平安铺)道路排水工程环境影响报告书(送审稿)》(以下简称“《报告书(送审稿)》”)。武汉新江城环境事务咨询有限责任公司于2007年5月31日组织了“《报告书(送审稿)》”技术评估会议,并出具了专家组评估意见。我院根据评估会议及专家组评估意见对“《报告书(送审稿)》”进行了修改、完善,形成《三环线北段(三金潭~平安铺)道路排水工程环境影响报告书(报批本)》,现提交建设单位呈报环境保护主管部门审批。武汉市环境保护科学研究院-2- 三环线北段(三金潭~平安铺)道路排水工程环境影响报告书(报批本)2、工程分析2.1.5.主要技术指标根据《武汉市城市总体规划(1996~2020)》,三环线为城市快速路,设计车速80km/h,实行全封闭,禁止农用车、非机动车及人、畜进入,机动车由互通式立交进入。项目主要技术指标见表2-2。表2-2项目主要技术指标一览表技术指标指标值道路等级城市快速路2设计荷载主线及立交匝道采用公路-Ⅰ级,跨越主线的车行跨线桥梁采用公路-Ⅱ级,人群荷载5KN/m。设计车速主线:80km/h;匝道:30~40km/h。按双向六车道设计,即单向两条行车道,一条超车道。车道每条车道宽3.75m,匝道、加减速车道每条车道宽3.5m。立交上跨(或下穿)净空不小于5.0m。净空上跨(或下穿)三环线的道路,净空不小于4.5m。2.2.沿线道路现状及排水现状2.2.1.道路现状本项目走向从三金潭立交起,跨黄孝河、沿后湖居住区及黄浦新城北侧至平安铺立交,在平安铺接天兴洲长江大桥与三环线东段贯通。本项目规划西接三金潭立交,东连平安铺立交,全长8.24km(不包含以上两座立交工程)。三金潭至汉黄路(长约2.0km)段处于后湖地区,现状为菜地、乱地,局部有村庄、水渠横亘于规划道路上,其中黄孝河、建设渠两条较大的渠道横穿规划道路。沿线地势平坦,地面高程在19.5~21.0m(黄海系统,下同)之间。岱家山变电站有多条高压线横跨规划道路,输电线高低净空7.0m。岱山村(长约300m)段地势较高(最高为34.0m),房屋密集。汉黄路为武汉至黄陂的道路(318国道的一段),道路宽9m。汉黄路至平安铺处于规划的黄浦新城内(长约6.24km),现状基本为菜地,朱家河和滠水故道横穿规划道路,河宽100~190m。沿道路方向北侧有220KV高压线走廊(三排主线)。规划道路途中与京广铁路相交(铁路轨顶高程29.39m)。现状地势平坦,地面高程在19.5~23.5m。正在建设的两条铁路联络线桥墩已部分建成,桥墩正跨距33.0m,桥墩尺寸2.5m×5.0m,其中一条与本项目规划道路正交,另一条斜交(角度31º)。2.2.2.排水现状三环线北段是汉口主城区和谌家矶地区最外围的快速干道,北临张公堤,黄孝河、武汉市环境保护科学研究院-11- 三环线北段(三金潭~平安铺)道路排水工程环境影响报告书(报批本)2、工程分析建设渠、朱家河等河渠横穿其间,南侧还有金银潭渠、岱家山渠等支渠与干渠相通。本项目沿线用地除岱山村、南湖村地段为村民居住点外,其它多为鱼塘、农田、菜地、渠道等。其周边地区排水主要依赖现有的沟渠排放,农田、菜地靠周边排灌渠进行农用水的输排。排水系统分区以张公堤为界,张公堤以西的后湖地区为黄孝河排水系统,以东为朱家河排水系统。黄孝河排水系统分高、低排,高排系统由建设渠进后湖二期泵站(Q=3337m/s,起排水位18.15m),低系统由黄孝河进后湖三期泵站(Q=97.5m/s,起排水3位15.85m)。张公堤以东的谌家矶地区排水主要停靠排涝泵站,即北堤泵站(Q=9m/s)、33老北泵站(Q=1m/s)、平安泵站(Q=3m/s)及若干个农排泵站抽排。2.3.道路设计2.3.1.平面设计根据武汉市三环线的总体规划以及相关道路的规划资料,严格按照城市快速路技术标准进行道路路线设计。路线起点接三金潭立交,跨过黄孝河及建设渠,沿岱家山变电站北侧通过,路线穿过岱山村后,沿规划黄浦新城北侧依次与朱家河、解放大道下沿线、规划沪蓉高速铁路、滠水故道、现状京广铁路及在建东西两侧铁路联络线交叉后,到达路线终点平安铺立交。路线从起点至解放大道下沿线附近中央分隔带宽度与三金潭立交主线的相同,为3m;向京广铁路东侧联络线至终点中央分隔带宽度与平安铺立交相同,为2m;中间一段,考虑到铁路联络线桥墩布设的需要,中央分隔带宽度为5m。为方便后湖新城竹叶山商贸城及规划黄浦新城车流上下三环线,分别在三环线与建设渠路及兴谌大道相交处设置右进右出道口。为满足黄陂滠口经济开发区上下三环线的交通需求,在三环线与规划新汉黄路相交处设置岱家山立交。解放大道为城市主干道,是武汉骨架路网3环13射中的一条重要出口路,在路线与解放大道下沿线相交处设置南湖村立交,以满足进、出主城区车流快速集散的功能。路线经过主要地点:三金潭、黄孝河及建设渠、岱家山变电、岱山村、朱家河、南湖村、滠水故道、京广铁路线及平安铺。路线起点至南湖村立交处,路线与一排高压走廊平行,并尽量向北靠,最大限度增加黄浦新城建设用地。路线方案采用规划方案,没有比选方案,最小圆曲线半径1500m。2.3.2.纵断面设计⑴设计原则①满足管线覆土深度要求、道路排水要求和河渠通航要求;武汉市环境保护科学研究院-12- 三环线北段(三金潭~平安铺)道路排水工程环境影响报告书(报批本)2、工程分析②尽可能采用满足道路排水要求的最小纵坡;③平纵面线形配合应尽量协调合理;④兼顾周边地块用地规划,沿线尽量做到与现状地形吻合,少填少挖,节约投资。⑵方案设计本道路经过区域除岱山村地势较高(红线范围内最高处约35.0m)外,其余路段地势比较平坦,地面高程大多在20.0~23.0m之间。起点接三金潭立交主线,以桥梁方式跨过黄孝河、建设渠,桥下净空保证行人能通过黄孝河河堤;受建设渠路右进右出道口规划高程及岱家山变电站横穿道路一排高压电线净空高度的控制,道路以路基方式通过岱家山变电站北侧;然后上跨岱家山高地同时跨过老汉黄路及规划新汉黄路;朱家河河床底部高程约12.0m,若做路基,其填方比较高,河床地基需进行处理且工后沉降不易控制,因此,路线从岱家山一直跨过朱家河,到达南湖村立交之前落地以路基方式修建;路线跨通道处考虑其净空高度要求,依次下穿规划解放大道下沿线、规划沪汉蓉高速铁路、在建京广铁路西侧联络线后,以通道形式下穿现状京广铁路;路线穿过京广铁路东侧联络线后接上平安铺立交。2.3.3.横断面设计本项目主要以路堤方式建设,路堤填土高度以现状地面高1.5~3.0m。跨越河渠段采用桥梁方式。沿线跨越黄孝河、朱家河等河渠在满足河道净空的前提下,尽量降低高程以减小工程量。⑴道路标准横断面道路主线红线宽50m,道路标准横断面布置为:50m=3.0m(中央绿化分隔带)+2×0.5m(路缘带)+2×11.25m(车行道)+2×2.5m(硬路肩)+2×0.75m(土路肩)+2×8.5m(边坡、边沟及绿化隔离带),道路标准横断面图见图2-2。图2-2道路标准横断面示意图⑵桥梁标准横断面桥梁宽28.5m(局部地段为30.5m),桥梁标准横断面具体布置为:28.5m(局部30.5m)武汉市环境保护科学研究院-13- 三环线北段(三金潭~平安铺)道路排水工程环境影响报告书(报批本)2、工程分析①尽量减少土方工程量;②满足路面排水和路基防水要求;③符合城市道路净空要求;④近期为保证防洪要求,对汉黄路(维持现状)。⑵沿线纵断面规划为减小土方工程量,三环线纵断面基本以现状地面填高1.5~3.0m作为规划道路控制高程。在立交或桥梁、涵洞处适当抬高或降低高程。沿线规划高程在21.31~28.0m。道路纵坡在0.2%~2.5%,对于纵坡小于0.3%的路段,施工图设计时可采用路段调坡以保证路面雨水的排放。根据黄浦新城空间布局规划,三环线两侧远期为绿化隔离带,近期为满足两侧居民出行,设置下穿(或上跨)通道,通道北侧联系居民点,南侧接城市道路,通道坡度控制在5%以内。2.3.5.道路沿线主要设施分布道路沿线主要设施包括桥梁及高架桥、相交道路、通道及跨线桥梁、铁路及铁路联络线、河流和沟渠等,各设施分布情况见表2-3。2.4.路基工程2.4.1.路基处理方案⑴道路主线部分由于线路较长,地质条件差别较大,因此分段进行地基处理。①K3+150~K3+580范围道路设计宽度50m、堆土高度平均3.0m,沿线工程地质条件较差,自地表以下16m范围内分布有杂填土、素填土、软弱粘性土、淤泥和淤泥质土。场地地下水主要为上层滞水,上层滞水主要赋存于上部杂填土及素填土中。由于软弱土层较厚,压缩性较大,为了保证工后沉降不大于设计标准应进行深层地基处理。设计时针对工期长短给出两种推荐方案:若工期较短推荐采用LCG桩法;若工期较长推荐采用真空-堆载联合预压法。②K0+000~K1+249.33、K2+788.3~K3+150、K3+580~K4+020、K5+500~K8+237.149道路设计宽度50m,堆土高度平均2.2m,沿线大部分分布为菜地。沿线自地表以下12m范围内分布有杂填土、素填土、物理力学性质较好的砂性土和粘性土,局部分布淤泥和淤泥质土但厚度一般不超过3.0m。场地地下水主要为上层滞水。上层滞水主要赋存于上部杂填土及素填土中。推荐采用清淤换填法。武汉市环境保护科学研究院-17- 三环线北段(三金潭~平安铺)道路排水工程环境影响报告书(报批本)2、工程分析沿线大部分分布为菜地。沿线自地表以下12m范围内分布有杂填土、素填土、物理力学性质较好的砂性土和粘性土,局部分布淤泥和淤泥质土但厚度一般不超过3.0m。场地地下水主要为上层滞水。上层滞水主要赋存于上部杂填土及素填土中。推荐采用清淤换填法。2.4.2.土方量项目土方工程量见表2-4。表2-4土方工程量一览表3333路线分区挖方量(m)填方量(m)外借土方(m)外运土方(m)备注主线5008326836724332525041外借土方为府河出口综合整治工程位于谌家矶北堤内侧弃土场的岱山村立交1176011760弃方,外运土方回填该弃土场。南湖村立交106121104041050985306该弃土场弃方量可满足本项目需小计6069539053136018330347要。2.5.排水工程设计方案本项目排水工程设计范围与道路长度一致,按照设计,排水只包括本项目路面排水及与沿线排水的连通,不布置污水新的污水管道。⑴雨水边沟工程在道路两侧布置BH=0.5mx(0.5~1.49m)~BH=1.5mx(1.0~1.21m),雨水边沟主要承担三环线路面雨水的收集,并就近排入附近沟渠。靠现状明渠的一侧(为规划排水走廊)不布置边沟。雨水边沟实施过程中,结合附近排灌渠的情况,进行适当的连通,保证排灌渠的通畅和本工程道路雨水的排放安全。⑵雨氷边沟、过街管涵雨水边沟中心线位于道路两侧坡角线以外3m处。本工程沿线共设置了d500mm~BH=6.0mx3.0m箱涵等14处过街管涵,近期维持现状渠道的连通,远期结合地区排水系统和规划路网,对三环线路面雨水进行有效收集。⑶立交泵站①通道排水本项目设计路段近期设有4处车行通道、1处规划横穿桥下的通道以及1临时机耕通道(桩号分别为K2+834.883、K3+447.883、K3+977.225、K7+977.848、K6+005),共计有6处横穿三环线的下穿通道。这些通道的雨水均不能自排,故需分别在每一处通道的最低点附近设地下式立交泵站,将通道路面汇集的雨水抽排至附近排水明沟或周边雨水系统,雨水最终均进入府河。武汉市环境保护科学研究院-19- 三环线北段(三金潭~平安铺)道路排水工程环境影响报告书(报批本)2、工程分析②通道排水提升泵站上述6座泵站的汇水面积均在0.6公顷左右,因此,设计中按最大一座通道立交泵3站考虑设计规模,确定6座立交泵站的流量均为0.3m/s。各泵站内均设潜水排污泵33台,单台流量0.1m/s,扬程7.0m。2.6.建设时序及进度计划2.6.1.建设时序⑴与府河出口段综合整治工程的衔接按照府河出口段综合整治工程的进度安排,该工程施工总工期为三年,从2005年11月开始施工,至2008年10月施工完毕。本项目三环线北段施工时间从2007年8月开始施工,至2008年10施工完毕,施工开始时间滞后于府河出口段综合整治工程,但施工结束时间与该工程同步。因此,本项目施工所需土方以及弃方回填可与该工程衔接,以减少占地以及减轻对生态环境的影响。⑵本项目建设时序安排根据“黄浦新城空间布局规划”,建设新河堤及朱家河改造是黄浦新城、相应城市基础设施建设与发展前提及保障,为确保黄浦新城及三环线不受洪水威胁,应先期建设新河堤防、改造朱家河,同时为满足施工需要及考虑到道路地基的自然沉降,本项目可进行先期路基填土。在府河新河堤防建设完成之前,首先确保三金潭至汉黄路段(约1.64km)按规划实施完成。此段通车后,从汉黄路至平安铺段可考虑从汉黄路(张公堤内侧)出线,连接并改造堤角路、汉施公路(机动车道拓宽至16~22m),与平安铺立交衔接,以使三环线尽早实现区域通行功能,此段替代路线长约7.3km。但此段替代路线不能作为快速路使用,同时需进行交通管制。在府河新河堤防建设完成后,再完成三环线北段从汉黄路立交至平安铺的路段。2.6.2.建设进度计划项目从2007年1月开始准备实施,施工期从2007年8月至2008年10月,至2008年12月完工。武汉市环境保护科学研究院-20- 三环线北段(三金潭~平安铺)道路排水工程环境影响报告书(报批本)2、工程分析2.7.施工材料及运输条件2.7.1.施工材料本项目所需的施工原材料主要有碎石、水泥、水泥混凝土、石灰、沥青拌合料、钢材等,均在就近在黄陂区、新洲区及武汉市区购得。沥青拌合料和商品混凝土由武汉市具备资质的专业公司提供。2.7.2.运输条件项目沿线可利用交通条件较好,自朱家河至平安铺段,正在进行府澴河出口河段综合整治工程、武广客运专线及天兴洲大桥引线工程施工,可利用其施工便道。项目沿线还有谌家矶大道、汉黄路、岱黄公路、张公堤堤顶公路及金桥大道等与外环、解放大道等连接,利于施工材料的运输。2.8.征地拆迁2.8.1.征地拆迁调查的基本信息本项目的征地拆迁调查由武汉桥建集团有限公司征地拆迁部实施,该公司于2007年4月5日编制了《中环线北段(三金潭~平安铺)征地拆迁调查报告》。调查涉及江岸区后湖街三金潭村、岱山村和黄陂区滠口街南湖村、双桥村,其中南湖村又按地域分为大南湖村和小南湖村。在该报告中提供了房屋拆迁调查明细表,并另行向评价单位提供了土地征用的暂测数据。2.8.2.征地拆迁规模根据武汉桥建集团有限公司出具的调查报告,本项目拆迁规模见表2-5,征地规模见表2-6。表2-5项目拆迁规模一览表分类城市家庭户农村家庭户企事业单位合计拆迁户数(户)342605399拆迁人数(人)12111472912972拆迁房屋(m)266648795341654877武汉市环境保护科学研究院-21- 三环线北段(三金潭~平安铺)道路排水工程环境影响报告书(报批本)2、工程分析经过计算,本项目营运期各预测年各类型车昼、夜平均辐射声级见表2-15。表2-15项目营运期各预测年各类型车昼、夜平均辐射声级一览表平均辐射声级(dB(A))预测年份时段大型车中型车小型车昼间85.280.473.3第一年夜间85.079.871.8昼间84.378.371.8第七年夜间84.177.970.5昼间83.777.170.9第十五年夜间83.576.769.7⑶生态影响按照规划,本项目建成后,处在后湖和黄浦新城规划范围的边缘,项目沿线均规划为绿化带。通过绿化工程的实施,将以道路绿化恢复项目施工期破坏的植被和农业生物量。随着沿线城市化进程的实施,沿线地表活动的兽类生活区域将明显减小,区域内野生动物的种类和数量均会减少。⑷社会环境项目建成后,将会极大改善沿线居民及社会出行的交通条件,带动周边社会设施的开发与建设,推动土地利用的转变,从而促进地区经济的发展,改善区域内居民的生活质量。2.11.路线方案比选2.11.1.路线方案及环境比选本项目根据武汉市三环线的总体规划以及相关道路的规划资料,严格按照城市快速路技术标准进行道路路线设计。路线从后湖新城和黄浦新城北侧通过,由于路线以南受后湖新城和黄浦新城建设用地需求及总体规划的限制,以北张公堤、规划新府河大堤及与路线平行的一排高压电力走廊的空间制约,路线左右调整的余地不大。因此设计中对岱家山村和谌家矶两段作了局部的平面方案比较。⑴岱家山局部平面线型方案比选①工程比选拟定两个方案,其中:方案一(推荐方案):起点桩号K0+000,终点桩号K3+514。本方案采用规划方案,路线到达岱家山北侧后向左转弯从岱家山山顶通过,通过处最高地面高程约40.0m左右。方案二(比较方案):起点桩号为K0+000,终点桩号K3+500,同方案一中终点相武汉市环境保护科学研究院-27- 三环线北段(三金潭~平安铺)道路排水工程环境影响报告书(报批本)2、工程分析⑵谌家矶局部平面线型方案①工程比选谌家矶段控制条件为已建京广铁路联络线桥墩的净空要求、终点平安铺立交接线以及黄浦新城的用地需求。截至5月22日,平安铺立交累计完成钻孔灌注桩124根,占桩基设计总量的42.5%,累计完成承台57座,占承台设计总量的42.2%,不便于与本项目接线的调整。对谌家矶段设计了三个方案:方案一(规划方案):起点桩号为K5+000,终点桩号为K8+253.389,与方案二终点相接。保证京广铁路东侧联络线桥墩净空,以R=1500m圆曲线与平安铺立交主线相接,需改变平安铺立交的局部线形。本方案与黄浦新城的总体规划是协调的,但改变了原平安铺立交主线的局部线形(原立交主线平曲线半径R=1200m)。方案二(推荐方案):起点桩号为K5+000,终点桩号为K8+219.245。该方案保持穿京广铁路联络线方向的导线不变,不调整平安铺立交的线型并保证京广铁路东侧联络桥墩净空,以“缓和曲线A=800+圆曲线R=2000+缓和曲线A=900”的曲线与平安铺立交R=1200的圆曲线相接,最终形成一段卵形曲线。本方案路线向南偏移最大距离约30m左右,较方案一减少了黄浦新城用地面积1.5公顷,由于规划在三环线及三环南路之间为绿化用地,对黄浦新城的总体规划没有大的影响。方案三(比较方案):起点桩号为K5+000,终点桩号为K8+237.149,与方案二中终点相接。本方案不调整平安铺立交的线型并保证京广铁路东侧联络桥墩净空,穿京广铁路联络线方向的导线以与之相交铁路桥墩为轴心顺时针旋转,以A=700的缓和曲线与平安铺立交R=1200m的圆曲线相接。本方案路线向南偏移最大距离约100m左右,较方案一减少了黄浦新城用地面积10公顷,由于本方案向南偏移的距离比较大,需要修改黄浦新城的路网及其他用地规划。上述三个方案中,方案一线形标准高,黄浦新城建设用地最大,但需要调整平安铺立交。方案二和方案三不需要调整平安铺立交,方案三需要对黄浦新城的规划作局部调整。方案二对黄浦新城规划的影响较小,且采用的一段卵形曲线是符合驾驶习惯的,在驾驶操作上是平面而连贯的;另外,卵形曲线两端为兴谌大道右进右出道口和平安铺立交,其路段行车速度本身会有所降低。综合考虑,工程设计推荐方案二。方案一、方案二和方案三路线见图2-11。②环境比选上述设计的三个方案起点与终点均一致。在此段线路上,三个方案的最大偏移量仅100m;所经过的区域内,涉及的的居民人数、占用地农田及水面等变化均不大,道路纵坡变化亦不明显。而且,三个方案路线上均不涉及重要的敏感目标,如水源地、湿地保护区、风景名胜区,也未发现有文物、古迹或重点保护的动、植物。因此,上述三个方案的环境敏感程度相似。本评价认为推荐方案在环境保护方面可行。武汉市环境保护科学研究院-29- 三环线北段(三金潭~平安铺)道路排水工程环境影响报告书(报批本)2、工程分析图2-11谌家矶段规划方案、推荐方案、比较方案路线示意图2.11.2.综合比选工程设计对岱山段、谌家矶段的推荐方案与比较方案,路线总体走向一致,沿线地质、地形条件基本相似,区域内环境质量状况相同,从环境保护角度进行比选,本评价同意以工程设计的推荐方案作为推荐方案,以推荐方案为主进行评价。2.12.事故风险分析2.12.1.危险货物定义在货物运输中,凡具有燃烧、爆炸、腐蚀、毒害、放射性等性质,在运输、装卸、保管过程中能引起人身伤亡和财产损失而需要特别防护的货物,均属危险货物。上述定义包含三点具体要求:①具有一定的危险性质,如易燃、易爆、毒害、腐蚀、放射性等。即具有造成灾害的内在潜在因素。②能构成危害,在一定条件下,可能导致危险效应,造成货物损失,对环境造成危害。③在运输、装卸、保管过程中需要特别防护,包括特殊包装要求、环境温度控制、抑制剂添加、辐射屏蔽及配装要求等。武汉市环境保护科学研究院-30- 三环线北段(三金潭~平安铺)道路排水工程环境影响报告书(报批本)2、工程分析2.12.2.危险货物分类及其风险特征对危险货物按其危险性能分类,一般分为三种危险性:火灾爆炸危险性、人体健康危险性、反应危险性。危险物质本身具有潜在危险性,但其对环境造成风险则是因为外部诱发因素所致。物理爆炸是物质因状态或压力发生物理性的突变而形成;化学爆炸是物质因得到起爆的能量而迅速分解,释放出大量的气体和热量的过程;火灾是物质的燃烧,其必须具备三个条件:燃料、助燃剂(氧),热量(火源),即通常所说的着火三角形。这些复杂众多的外界因素是运输中造成风险的诱发条件。运输方式的风险特征见表2-17。表2-17运输方式的风险特征运输方式风险类型危害原因简析污染陆域碰撞、翻车渗漏污染地表水装卸设备故障火灾、爆炸误操作公路运输财产损失燃料泄漏火灾、爆炸人员伤亡存在机械、高温、电气、化学、火源污染环境建设项目投入运行后,风险会来自于以上物质的运输车辆。装载各种易燃、易爆、毒害、腐蚀、放射性等危险物质的车辆存在着泄漏、火灾和爆炸事故风险。储存运输系统--包括原料、中间体、产品的运输及贮槽、罐等都具有潜在危害性,如在液氯、硝酸、硫酸、甲苯、汽油、氨的运输中,在运输装卸、保管过程中需要特别防护,包括特殊包装要求、温度控制、辐射屏蔽及配装要求等。2.12.3.事故风险发生概率化学危险运输交通事故概率按下式计算:nP=∏Qi=Q1×Q2×Q3×Q4×Q5×Q6i=1式中:P--预测年路段发生化学品风险事故的概率;Q1--该地区目前车辆相撞翻车等重大事故概率,次/百万辆·km;武汉市2005年发生交通事故1950次,按10%为车辆相撞翻车事故考虑,全市2005年机动车保有量约37万辆,按每辆车平均每天出行50km计算,可得Q1≈0.14次/百万辆·km;Q2--预测年年绝对交通量,百万辆/年,;Q3--新建公路对交通事故的降低率,%,取20%;Q4--货车占总交通量的比例,%,取40%;武汉市环境保护科学研究院-31- 三环线北段(三金潭~平安铺)道路排水工程环境影响报告书(报批本)3、自然、社会环境概况及环境质量现状3.自然、社会环境概况及环境质量现状3.1.自然环境概况3.1.1.气候、气象建设项目地处中亚热带过渡性气候带,四季分明,无霜期长,气候温和,雨量充沛,光照充足,具有明显的温光同季、雨热同季的特征。该地区近3年年平均风向以静风频率为最高,达39%;有风时则以NE为最高,以下依次为ENE、NNE、N、E、W等。其中N、NNE、NE、ENE风向累计频率较高,为28%,且年平均风速迹较大。该地区主要气象气候资料见表3-1。表3-1项目所在地主要气候资料一览表项目春季夏季秋季冬季年平均气压(hpa)1012.21002.41016.11023.31013.4降水(mm)373.3603.5150.6139.91267.4气温(℃)17.128.118.56.017.4相对湿度(%)74.777.974.775.075.6平均风速(m/s)1.41.41.11.11.23.1.2.水系、水文项目沿线涉及的地表水体主要为府河。项目所在地区排水系统分区以张公堤为界,张公堤以西的后湖地区为黄孝河排水系统,以东为朱家河排水系统。黄孝河排水系统分为黄孝河高排、低排两个子系统,高排3系统由建设渠进入后湖二期泵站(Q=37m/s,起排水位18.15m);低排系统由黄孝河3进入后湖三期泵站(Q=97.5m/s,起排水位15.85m)。张公堤以东的谌家矶地区排水主333要依靠排涝泵站,即北堤泵站(Q=9m/s)、老北泵站(Q=1m/s)、平安泵站(Q=3m/s)及若干个农排泵站抽排出府河。项目所在区域排水系统见附图3。府河干流自卧龙潭至河口,河道平均比降约0.1‰,为平原性河流。河口至岱家山桥段为人工分汊河段,北支为20世纪70年代开挖的新河,长约9.1km,为微弯顺直河道,河槽为复式断面,堤距500m~800m;南支为老河(又名朱家河),全长8.2km,河道呈“S”型弯曲,河槽以单一断面为主,堤距250m~300m。南、北两支河道分流点上游为武汉市环境保护科学研究院-33- 三环线北段(三金潭~平安铺)道路排水工程环境影响报告书(报批本)3、自然、社会环境概况及环境质量现状岱家山桥。在大、小南湖之间的滠水故道,河宽100~150m,将新河与朱家河相连接。府河卧龙潭以下河段,成灾洪水发生季节即为长江高水位季节,对比卧龙潭历年最大洪峰流量和武汉关最高三日平均水位,当武汉关水位超23.91m(26.0m)时,外江就对府河洪水有不同程度的顶托影响,顶托影响大致范围见表3-2。府河出口河段过流能力与长江水位密切相关,现状过流如表3-3(新河+朱家河流量相加值)。表3-2武汉关不同水位时顶托影响范围武汉关水位(m)23.9124.9125.9126.91顶托上限地名童家湖闸北径咀卧龙潭云梦泵站距朱家河河口距离(km)28.7944.7161.067.58表3-3府河出口河段现状过流量(新河+朱家河流量相加值)长江武汉关水位(m)24.9125.9126.9127.643最大过水量(m/s)85006100520045003.1.3.地形、地貌本项目涉及黄陂区和江岸区两个行政区。项目所在区域属长江中下游,江汉平原东部边缘,是长江、府河的一级阶地及长江的高漫滩区,总体地势较低,地面平坦,呈西北略高,东南略低,微向长江倾斜,局部有起伏不平的零星残丘分布,坡度较缓。地貌类型主要以河湖冲积平原为主,地势较低,地形平坦开阔,地面起伏不大,一般海拔高程为21.0~23.0m。线路穿越朱家河、滠水故道及京广铁路,总体走向为东西向,区内地表水系较发育;府河在府河大桥以下至岱山二桥自西南向东北流,河底淤泥及淤泥质土层较薄,左岸无滩,岸坡较陡,为残丘地貌,地面略有起伏,高程为25.0~27.0m,右岸外滩宽,地面高程20.5~21.7m,外滩前缘呈陡坎状,外滩后缘筑有民堤,堤内为一级阶地,地形平坦,地面高程为22.1~22.3m;滠水故道出口段位于长江、府河的高漫滩区,河流自北向南流入长江,河底淤泥层较薄,两岸基本无滩,离河岸15m左右各筑有民堤,高程约26.0~27.0m,堤内为农田,地形平坦,地面高程22.2~23.6m。3.1.4.地质工程区基底断裂构造不发育,挽近世构造运动以垂直升降运动为主,出露地层主要是志留系和第四系,第四系地层分布较广,约占区域总面积的95%以上。第四系地层武汉市环境保护科学研究院-34- 三环线北段(三金潭~平安铺)道路排水工程环境影响报告书(报批本)3、自然、社会环境概况及环境质量现状厚度多为15~50m,主要由第四系全新统和上更新统冲积、冲湖积地层组成,岩性主要有粘土、壤土、砂壤土、砂土及淤泥质土。区内基岩零星出露,主要为志留系和白垩系-下第三系砂岩。根据国家地震局新编的《中国地震动参数区划图》(GB18306-2001),区域地震动峰值加速度为0.05g,地震动反应谱特征周期为0.35s,相应的地震基本烈度为Ⅵ度,属基本稳定区域。区域内地下水水化学类型主要属重碳酸盐类,无侵蚀性。根据地下水的赋存条件及含水岩组的特征,地下水可划分为第四系松散岩类孔隙水和碎屑岩类基岩裂隙水两大类,其中松散岩类孔隙水按水动力特征可划分为孔隙潜水和孔隙承压水。其中孔隙潜水主要埋藏在上部砂性土地层中,由于含水层厚度变化大,连通性较差,其含水性及透水性差且不均匀,地下水位埋藏深度一般为0.5~1.5m;孔隙承压水主要埋藏在砂、砂砾层中,分布稳定,贮藏条件好,透水性好,含水层埋深多为8.5~25m,一般自阶地前缘向后缘逐渐变薄。距长江不远的砂层及砂砾石层孔隙承压含水岩组,与长江河床砂层直接相通,故含水层与江水直接沟通,水力联系密切,汛期长江水补给地下水,枯水期地下水向长江排泄。3.2.社会环境概况项目线路经过武汉市江岸区、黄陂区。3.2.1.武汉市武汉,简称“汉”,俗称“江城”,位于中国腹地中心、湖北省东部、长江与汉江交汇处,是全国特大城市和交通的重要枢纽,也是湖北省省会,华中地区和长江中省的经济、科技、教育和文化中心。地理位置东经113°41′~115°05′,北纬29°58′~31°22′。在平面2直角坐标上,武汉市东西最大横距134km,南北最大纵距155km,总面积8467.11km,2占湖北省全省土地总面积的4.6%。武汉市市区建成区面积222.2km。2005年,武汉市全市共辖江岸、江汉、硚口、汉阳、武昌、青山、洪山、蔡甸、江夏、黄陂、新洲、东西湖、汉南13个区;区下辖119个街道办事处、19个镇、15个乡;有群众自治组织3138个,其中,社区居民委员会1086个,村民委员会2052个。据2005年1%人口抽样调查,武汉市常住人中为858万人,有50个民族。2005年全市经济保持快速稳定增长势头,全年完成生产总值2238亿元。其中,农业总产值180.6亿元,工业增加值852亿元,建筑业增加值167亿元,完成全社会固定资产投资1055.18亿元,实现社会消费品零售总额1128.64亿元。武汉市环境保护科学研究院-35- 三环线北段(三金潭~平安铺)道路排水工程环境影响报告书(报批本)3、自然、社会环境概况及环境质量现状3.2.2.江岸区江岸区位于长江北岸,武汉三镇汉口一方的东部,东邻黄陂区,西与江汉区接壤,南濒长江与武昌区和洪山区隔江相望,北接东西湖区,是中共武汉市委、武汉市人民政府机关所在地,是武汉市重要的政治、金融、信息和文化中心。2全区土地面积64.24km,其中耕地面积346.8公顷。2005年全区户籍总人口64.26万人,有汉、回、苗等23个民族。区辖15个行政街道、1个乡;159个社区居民委员2会,24个村民委员会。其中谌家矶街面积8.00km,人口6417人,有1个社区居民委2员会,4个村民委员会;后湖乡23.00km,人口57500人,有4个社区居民委员会,20个村民委员会。全区2005年完成国内生产总值140亿元,完成固定资产投资94.21亿元,完成农业增加值0.99亿元,工业增加值23.33亿元,实现社会消费品零售总额116.43亿元,实现财政收入21.35亿元。22全年新增公共绿地绿化面积16.02万m,人均公共绿地面积达到4.45m。江岸区有普通中学51所、职业学校10所、小学47所、幼儿园54所;文化事业机构5个、各类医疗卫生机构385个。3.2.3.黄陂区黄陂区位于武汉市北部,东与红安县、新洲区相邻,南与江岸区、硚口区相望,西与孝感市相连,北与大悟县交界。2全区总面积2261km,其中耕地面积5.67公顷。全区户籍总人口110.5万人,有汉、回、藏等22个民族。区辖7个行政街道、2个乡、6个镇,1个发展区,2个场,1个风景管理处;43个社区居民委员会、591个村民委员会。全区2005年完成国内生产总值88.18亿元,完成全社会固定资产投资28.42亿元,完成农业增加值27.07亿元,工业增加值21.42亿元,建筑安装总产值28亿地,实现社会消费品零售总额41.9亿元,实现财政收入7.11亿元。2全年新增公共绿地绿化面积1.43万m,人工造林2066.7公顷。黄陂区有普通中等专业学校1所、普通中学55所、职业学校2所、小学268所、幼儿园40所;文化事业机构8个、各类医疗卫生机构74个。3.2.4.项目所在区、街社会经济简况本项目经过江岸区的后湖乡、谌家矶街以及黄陂区的滠口街。2005年各行政区及行政街道的社会经济简况见表3-4。据调查,项目建设区域内尚未发现有区级以上保护文物。武汉市环境保护科学研究院-36- 三环线北段(三金潭~平安铺)道路排水工程环境影响报告书(报批本)3、自然、社会环境概况及环境质量现状三环线两侧用地规划见图3-1。图3-1后湖地区黄浦新城用地规划示意图3.3.2.府河整治规划概况武汉市长江支流府河出口河段综合整治工程的主要任务是扩挖府河出口河段、清除洪障,使其达到设计过洪能力;调整工程区域堤防,提高其防洪标准,形成武汉市谌家矶地区防洪保护圈;整治工程区域水系,建设内部排水设施。该工程主要建设项目包括:扩挖出口新河河段轴线长10.27km,疏通岱家山桥、三道桥两处卡口,封堵10.4km的朱家河和滠水故道,改新建大、小南湖堤防6.36km(内容包括填筑堤身、填筑防浪台与压浸台、堤坡防护、截渗墙、堤顶防汛道路、填筑低洼地渊塘),加固西垸湖堤3.2km,加固因扩挖新河而影响的岱家山大桥、三道桥和新河大桥,以及配置必要的管理设施。其中,该工程与本项目相关的部分包括:岱家山桥段附近的卡口疏通,填堵朱家河和滠水故道,以及区域排水等。⑴疏通卡口岱家山大桥由汉口侧的一号桥和黄陂侧的二号桥组成,二桥之间由道路相连接,目前大桥上游河道内围堤封堵了一号桥的过水通道。工程设计拟将现有岱家山公路桥拆除,将土堤连接段改为架空段,新建桥梁长400m;清除河道内长约1000m围堤及行洪障碍,按设计断面进行疏浚设计,形成单一型河道。武汉市环境保护科学研究院-38- 三环线北段(三金潭~平安铺)道路排水工程环境影响报告书(报批本)3、自然、社会环境概况及环境质量现状⑵填堵朱家河和滠水故道朱家河及滠水故道封堵主要采用挖泥船吹填方式,吹填高程为22.00m,上部覆盖0.5m的耕植土,其中朱家河长8.2km、滠水故道长2.2km;堵口处采用土石坝结构堵口,共3处堵口,即朱家河入口、朱家河出口、滠水故道进口。⑶区域排水朱家河改道将直接影响区域排水,原有排水系统将重新调整和划分,新河沿线将开辟新的排水口,设置新的排水闸,但本区域用地规划尚未确定,排水闸站的功能、闸址、规模及运用条件目前尚无法确定。考虑到施工期民垸内农田和居民排水问题,拟将原有排水泵站拆迁至新建堤线内,拆迁后泵站规模暂按原有泵站规模不变;对低水位自排闸,拟采取拆除封堵措施,施工期低水位时段的排水将由拆迁后的泵站抽排。根据府河出口河段综合整治工程的实际情况,其施工总工期为三年,即2005年11月~2008年10月。该工程正在施工中,目前朱家河段尚未完成填堵。3.4.环境质量现状3.4.1.空气环境质量现状本项目线路大部分位于武汉市江岸区,位于黄陂区的小部分也处于江岸区边缘,因此采用江岸区花桥监测点2005年度常规监测结果进行分析。监测结果见表3-4。花桥距本项目三金潭起点的距离约6km,监测点位见图2-1。根据武汉市人民政府办公厅文件武政办[2006]178号《市人民政府办公厅关于转发武汉市环境空气质量功能区类别的通知》,本项目所在区域环境空气功能区划为二类区,环境空气质量应执行GB3095-1996《环境空气质量标准》及其修改单中二级标准。对监测结果采用单项质量指数法进行评价,评价结果见表3-5。表3-5项目区域2005年环境空气质量现状监测结果及评价表监测有效超标日数超标率最大监测值年平均值年均值单项监测点污染物33日数(d)(d)(%)(mg/m)(mg/m)质量指数SO229810.340.1510.0470.78江岸区NO23190/0.1090.0550.69花桥PM103048226.970.2460.202单项质量指数法:Ii=Ci/C0i33式中:Ii--i污染物的单项质量指数;Ci--i污染物的实测浓度,mg/m;C0i--空气环境质量标准,mg/m。Ii≥1表示超标,否则为未超标。由表3-5可见,按GB3095-1996《环境空气质量标准》中二级标准评价,项目所在区域环境空气中PM10年平均值单项质量指数大于1,即超标;SO2、NO2年平均值单项武汉市环境保护科学研究院-39-
