盐城华鹏照明电器有限公司环境影响评价报告表建设项目所在地自然环境社会环境简况建设项目所在地自然环境社会环境简况自然环境简况（地形、地貌、地质、气候、气象、水文、植被、生物多样性等）：1、地形地貌大丰市是淤积平原。地形南宽北窄，呈不规则的三角形，似葫芦，南北长63公里，东西宽44公里，总面积3059平方公里。地面真高1.9-4.5米，高低相差2.6米。除沿海滩涂外，全市地势东高(2.8-3.5米)西低(2.4-2.8)，南高(3.3-4.5)北低(1.8-2.2)。中部老斗龙港两侧为槽形洼地，宽3-6公里，自西南向东北纵贯全市，地面真高一般在2.2-2.8米之间。东南部川东港以南地区为高亢地，地面真高在3.5-4.5之间。项目所在区域为滨海平原，工程地质岩组划分属滨海海积平原松散岩组，地表为灰黄色亚砂土，结构松散、压缩性小、含盐量高，再往下为厚层的亚粘土层或亚砂土。水文地质条件简单，地下水的赋存受地层、岩性及微地貌控制，类型属于松散岩类孔隙水，其中浅层水水质较咸，矿化度高，无供水意义，深层水水质微咸。海底底质沉积物分布均匀，王港河口因位于辐射沙洲区域，水动力条件极为活跃，深槽及水下沙脊大面积分布着细沙，西洋深槽向岸则主要是沙脊粉砂、粉砂和粘土质粉砂，具有典型的潮流沙特征。2、地质状况大丰地质为湖相、河相、海相三者交替的沉积物，因而形成了独特的地质地貌特征，市境南宽北窄，成葫芦状。地势南高北低。平均地面真高1.9米～4.5米（黄海高程），高低相差2.6米，中部老斗龙港两侧的槽型洼地，宽约3公里～6公里，沿海有112公里长的海岸线，并有广阔的滩涂。3、水文情况大丰市境内有川东港、江界河、王港河、二卯酉河、四卯酉河、斗龙港、西潮河、大丰干河等入海河流，平均地表径流量5.1亿立米，客水过境量为25亿立米左右。大丰还有丰富的地下淡水资源。江苏沿海北部和南部全部受旋转潮波和前进潮波的控制，两潮波波峰线在距大丰港5027大丰市南金环保科技有限公司 盐城华鹏照明电器有限公司环境影响评价报告表建设项目所在地自然环境社会环境简况社会环境简况（社会经济结构、教育、文化、文物保护等）：1、大丰社会环境简况：1.1行政区划大丰市下辖12个镇、1个经济开发区、1个港口经济区、214个村民委员会、514个居民委员会。境内驻有沪属的上海农场、川东农场、海丰农场、江苏省属的大中农场、方强农场及东坝头农场。1.2经济概况大丰受长江三角洲经济圈辐射，区位优势十分突出。近年来，大丰市在省委省政府、盐城市委市政府的正确领导下，与时俱进，奋力开拓，埋头实干，经济建设和社会发展取得了明显成效。国民经济持续发展，综合实力明显增强，各项改革全面突破，发展活力得到激发，项目推进成效显著，基础设施建设步伐加快，城乡面貌变化显著，社会事业全面发展，人民生活质量有了全面提高。1.3水产大丰市近海资源丰富，有黄鲫、银鲳、小带鱼等优势鱼种10多个。贝类以文蛤、青蛤、四角蛤、鲜蛏、泥螺等多种。全市年出口文蛤、泥螺等产品约4000吨。1.4自然保护区概况大丰市动、植物资源丰富，江苏大丰麋鹿国家级自然保护区就位于大丰市境内。另外，江苏盐城国家级珍禽自然保护区的部分缓冲区和实验区也位于大丰市境内。⑴江苏盐城国家级珍禽自然保护区规划要点江苏盐城国家级珍禽自然保护区管辖范围为盐城市的东台、大丰、射阳、滨海和响水5个县(市)的沿海滩涂部分。该保护区属典型的海涂型盐土湿地生态系统保护区，是各种候鸟、珍禽理想越冬(或度夏)的栖息场所。保护区的主要保护对象为丹顶鹤、白头鹤、白枕鹤、灰鹤、白鹳、黑鹳、黑脸琵鹭等越冬珍禽及淤长型海涂湿地生态系统，同时保护好候鸟的主要越冬地和迁徙通道，以及位于北亚热带边缘的典型的淤泥质平原海岸景观。27大丰市南金环保科技有限公司 盐城华鹏照明电器有限公司环境影响评价报告表建设项目所在地自然环境社会环境简况该保护区划分为核心区、缓冲区、实验区三大功能区。核心区：北界以新洋港南岸及其延长线为界，东以海水-3米等深线为界，南以斗龙港出海河及其延长线为界，西以海堤堤角线向东2公里为界。核心区内保持自然景观，禁止一切活动。核心区分别位于射阳县和大丰市行政地域内。缓冲区：在核心区南北各有一块缓冲区，南至大丰市的四卯酉河，北至射阳县盐场北端，西到黄海公路，东为海水-3米。实验区为保护区核心区、缓冲区以外的区域，位于缓冲区外围地带，开发活动强度较大，是江苏省建设“海上苏东”、盐城市建“海上盐城”的主战场，由于这些战略的实施，使得实验区的开发强度与日俱增，部分地段已经失去保护区的作用。⑵江苏大丰麋鹿国家级自然保护区规划要点麋鹿俗称“四不象”，因其“角似鹿，蹄似牛，面似马，尾似驴”而得名，是一种原产于我国的世界珍稀动物。大丰麋鹿国家级自然保护区位于江苏省东部大丰市境内的黄海之滨，东南与东台市滩涂蹲门口接壤，南边与江苏省新曹农场毗邻，西边和大丰林场和上海市川东农场相连，北为黄海。目前保护区又分为三区，第一区位于老海堤内，又称老区；第二区位于老海堤和新海堤之间，又称新区；第三区位于川东新海堤以北，川东港入海口中心线以东，将作为麋鹿野生放养区。2、刘庄镇刘庄镇位于大丰西部，204国道，新长铁路穿境而过。全镇总面积96平方公里，辖12个行政村，79个村民小组，5个居委会。总人口4.35万人。2011年被命名为全国旅游文化名镇，被江苏省委，省政府命名为江苏省文明镇，被盐城市委，市政府授予社会治安安全镇称号，荣获大丰市委，市政府招商引资项目推进先进奖，获得外向型经济奖民营经济奖，三产服务业发展奖，精神文明建设奖，社会治安综合治理奖，计划生育工作等多项殊荣。27大丰市南金环保科技有限公司
