主要原材料、半成品及标准件的采购一、主要原材料的采购：本工程使用的主要原材料有：钢筋、水泥、砂子、石子、和块石等，由于它们都是从市场上采购的，本投标人主要是把好材料进货关，即做好原材料的产品质量验收，把好原材料产品质量关。具体有以下要求：对进入工地的所有原材料，必须经过认真验收，要从材料的外观、质保书、数量、品种等方面检查是否符合施工规范和设计规定的要求，必要时由质检人员和试验人员进行现场抽样检验，然后根据试验结果和质保资料对原材料质量提出评价，评价优良的向业主方和监理方报批同意之后方可用于工程施工；对不优良材料坚决拒绝接收，并报工地项目经理和技术负责备案，如果已进场的坚决予以清退处理；在整个材料管理过程中，严格按ISO9002标准动作，做到记录齐全。二、半成品及标准件的采购：本工程所用到的半成品与标准件由相应厂家提供，生产工艺由厂家负责。凡是的自行预制，严格按设计图纸要求和混凝土预制件施工工艺规范流程进行施工，做到尺寸准确、强度符合设计要求、外形美观，安装之前进行自检报监理工程师复检同意之后方可安装。无论是外购件还是企业自行预制的构件，都要严格按规范要求进行质量控制，外购件主要是把好材料进场关，对于不符合要求的坚决予以拒绝，对已进场的坚决予以清退。对于自行预制的混凝土构件不优良的坚决予以返工。从而确保半成品的质量。 工程质量保证措施及保修服务质量目标：施工质量符合合格工程的要求。一、质量管理组织机构质量管理领导小组由项目经理，项目技术负责人及质量内审员组成。质量管理小组，以项目技术负责人为核心，由技术人员、测量技术人员、等组成。二、质量保证管理措施1、在施工全过程中，自始自终坚持由项目经理、项目总工、质检员组成的质量检查领导小组，由领导小组领导开展各项生产QC活动，建立质量责任制，实行奖罚制度，狠抓质量教育，提高职工的质量意识和素质，把质量隐患消灭在施工过程中。2、工地配备专职检查员，确保各工序都有质量控制和监督。3、施工各工序要认真复核，经验收合格后方可进行下道工序施工，并严格执行单元工程质量等级评定制度。4、认真接受业主和有关质检部门的监督、检查和工程监理。积极配合业主单位、设计单位及监理工程师检查工程质量。按月向甲方提供质量报告及有关技术资料。5、坚持对材料按规范进行试验、复检制度，外购的钢筋、水泥等材料的质量必须经检验合格后方能使用。 质量管理领导小组项目技术负责人现场负责人质量内审员各工班质检员现场技术负责人测量组安全员材料员项目经理施工员质量管理组织机构图三、质量保证技术措施1、目前我公司已建立一套比较完整的生产运行机制和质量保证体系。本工程如能中标，我公司将全力以赴，集中力量，全面推行ISO9002质量标准体系，建立健全质检体系，确保工程一次验收合格率100%，工程整体质量等级合格。2、开工前组织施工技术人员熟悉图纸、领会设计意图，了解工程特点，并按施工图纸、规范、标准要求及施工技术措施向各班组做好技术交底。 “三检制”操作图四、材料质量保证措施1、严格按照合要求，把好材料进场关。材料入场前，先取得产品合格证、质保单和材料样品，同时按规范要求和质量标准对其进行复检，复检合格后方可投入本工程使用。对检验不合格的原材料，一律不得入库，绝对禁止不合格原材料混杂到工程建设之中。2、所有用于本工程的材料，设专人负责验收，合格后记录入库，并妥善保管。材料按产品的种类、特性、规格、批次分类堆放整齐，做好醒目标志。3、材料的产品出厂合格证、质保单集中于现场技术负责人统一保管，工程结束后作为质量验收的备查原始资料归档于竣工验收资料中移送业主。五、保修服务我方在质量保修期内，将按照有关法律、法规、规章的管理规定和双方约定，承担本工程质量保修责任。1、质量保修范围质量保修范围包括我方在工程施工中所有施工内容。2、质量保修期质量保修期将根据《建设工程质量管理条例》及有关规定来约定本工程的质量保修期限。质量保修期自工程竣工验收合格之日起计算。 3、质量保修责任属于保修范围、内容的项目，我方在接到保修通知之日起5天内派人进行保修工作。发生紧急抢修事故的，我方在接到事故通知后，将立即到达事故现场进行抢修工作。对于涉及结构安全的质量问题，我方将按照《建设工程质量管理条例》及有关规定，立即向建设单位、监理单位报告，采取安全防范措施；由原设计单位或者具有相应资质等级的设计单位提出保修方案，由我方进行保修。质量保修完成后，由发包人组织验收。4、保修费用保修费用由于质量缺陷造成的保修将由我方承担。安全保证体系及措施一、安全管理目标本着“安全第一，预防为主” 的安全管理方针，加强机构管理，加大反习惯违章操作的力度，杜绝安全事故，做到事故率为零。坚持安全生产、文明生产为基础，各级领导为安全第一责任人，安全防护思想必须到位；坚持以“班组控制异常和未遂”为基础的各级控制事故的逐级责任制。本工程实行半封闭施工，确保行人和车辆的通行安全是本项目安全工作的重点。二、安全生产责任制安全管理是施工企业管理的一项重要内容，确保安全生产，防止事故发生的企业各级领导和全体职工的重要职责。针对本工程特点，将层层落实安全生产责任制，做到规范管理，责任到人。1、建立完整的安全监督及各级安全责任制。成立以项目经理为组长，专职安全员为副组长的经理部安全委员会。设置专职安全员负责督促检查全过程安全工作，各作业班组织设置兼职安全员，负责各工种的安全工作，实行纵向到位横向到边的全方位管理。进场员工均应接受入场安全教育，教育职工树立安全与生产统一的思想，自觉遵守安全生产规章制度。在实施过程按期执行安全活动制度，及时研讨安全工作经验教训。2、贯彻“安全第一、预防为主”的方针，执行国家和企业关于安全生产的政策，贯彻实施劳动保护法和规章制度，努力改善施工条件，防止伤亡事故。3、结合工程特点，建立安全技术措施制度，各分项工程在编制施工方案过程中必须编制安全生产技术措施。建立安全交底制度，各班组在宣布生产任务时，对施工安全提出明确要求，把施工技术和安全生产同时交底，并组织工人讨论，使人心中有数，个个做到安全。4、工程开工前，详细核对设计文件，根据施工地段的地形、地质、水文、气象等资料，在编制施工组织设计的同时，制定相应的安全技术措施。 5、严格遵守操作规程，严禁各种违章指挥和违章作业的行为发生。参加施工的人员，必须接受安全技术教育，熟知和遵守本工程的各项安全技术操作规程，并定期进行安全技术考核，合格者方准上岗操作，对于从事电气、登高作业、焊接、车辆驾驶等特殊工种的人员，应经过专业培训，获得合格证书后，方准持证上岗。凡进入现场的人员、均要服从值班人员指挥，遵守各项安全生产管理制度。正确使用个人防护用品，禁止穿拖鞋、高跟鞋或赤脚进入施工现场。6、施工现场设置足够的消防设备。施工人员熟悉消防设备的性能和使用方法。7、加强与气象、水文等部门的联系，及掌握气温、雨雪、风暴各汛情等预报，做好防范工作。8、操作人员上岗前，必须按规定穿戴防护用品，施工负责人和安全检查员随时检查劳动防护用品和穿戴情况，不按规定穿戴防护用品的人员不得上岗。9、施工所用的各种机具设备和劳动保护用品，定期进行检查和必要的检验，保证其经常处于完好状态；不合格的机具设备和劳动保护用品严禁使用。10、由安全部门依照国家及省市，有关安全生产的方针、政策、法律、法规、条例和规定，制定本项目各级部门和相关责任人的安全管理制度，做到任务明确，有章可循。11、严格执行各级部门有关安全施工的文件、规定及各自行业的安全工作规程。12、各级经济承包有明确的安全指标和包括奖惩办法在内的保证措施，层层签订责任状，做到严肃纪律、奖惩分明、确保安全生产。三、安全组织保证机构建立安全管理体系，建立以项目经理为首的安全生产领导小组，坚持管生产必须管安全的原则，健全岗位责任制，从组织上、制度上、防范措施上保证安全生产，做到规范施工，安全操作。四、施工用电安全(1)施工现场所有的电气设备的金属外壳应采用接地或接零保护。在同一供电系统中，不得将一部分电气设备接地，而将另一部分电气设备接零。(2)临时电源及使用的电气设备，应装设触(漏)电保护装置，做到三级配电二级保护。保护装置应完整无损，动作灵敏。使用前必须按“试验” 按钮，合格后方可投入运行。(3)各种电闸箱内，应保持清洁，不得存放任何东西，并配备安全锁。非本岗位作业人员不得擅自开箱合闸。工作完毕后应切断电源，锁好电闸箱，所有配电间及配电处应挂“有电危险”的警示牌。(4)施工现场的各种配电箱、开关箱应装设在干燥、通风及常温场所。配电箱、开关箱必须防雨、防尘。(5)配电箱、开关箱应装设端正、牢固。移动式配电箱、开关箱应装设在坚固的支架上；固定式配电箱、开关箱的下底与地面的垂直距离1.3-1.5m；移动配电箱、开关箱的下底与地面的垂直距离0.6-1.5m。(6)每台用电设备应有各自专用的开关箱。必须实行“一机一闸”制，严禁用一个开关电器直接控制二台及二台以上用电设备(含插座)。电源控制开关应设在机械设备附近处。开关箱内的开关电器必须能在任何情况下都可以隔离用电设备电源。(7)移动式机械的电源导线和移动式照明的电源导线应采用绝缘良好的橡皮护套铜芯软电缆。灯具高度离地不得低于2.5m，应用绝缘材料做支撑杆。(8)严禁带电作业或采用预约停送电时间的方式进行电气检修。检修电气设备前必须切断电源并在电源开关上挂“禁止合闸有人工作”的禁示牌。禁示牌的挂取应有专人负责。(9)严禁带电移动设备。严禁使用漏电潜水泵。电气装置遇到跳闸时，不得强行合闸。应查明原因，排除故障后再进行合闸。(10)电气设备的额定工作电压必须与电源电压等级相符，各种开关电器的额定值应与其控制用电设备的额定值相适应。(11)低压电器设备和器材的绝缘电阻不得低于0.5MW。(12)架空线必须采用绝缘铜丝和绝缘铝线。设在专用电杆上，严禁架设在树木、脚手架上。(13) 橡皮电缆架空敷设时，应沿墙壁或电杆设置，并用绝缘子固定，严禁使用金属裸线作绑线。电缆接头应牢固可靠，并应做绝缘包扎，保持绝缘强度，不得承受张力。电缆穿越建筑物、构筑物、道路、易受机械损伤的场所，必须加设防护套管。五、消防安全措施(1)所有从事现场工作的人员要认真贯彻“预防为主，防消结合”的消防方针，学习和掌握防火及消防工作的基本知识，正确使用各类消防器材，遵守现场防火安全工作的有关规定。(2)施工现场、办公室、宿舍、仓库、等区域必须设置足够的消防设施和消防器材，并对职工进行消防安全训练。消防器材要专人保管，任何人不得随意挪作它用。(3)不得在办公室、工具间、休息室、一般仓库及宿舍等房屋内存放易燃易爆物品。(4)凡张贴有“严禁烟火”的场所，禁止吸烟和携带任何火种。施工现场森林植被良好，严格控制野外用火。(5)冬季使用火炉、火盆及其他火源生火取暖时，要有专人管理，防止发生火灾，并注意室内通风，防止一氧化碳中毒。(6)倘若发生火情，要一面进行扑救，一面报警，直到援助人员到达。发生火灾时，烟气的流动速度远远快于火的蔓延，要特别注意防止烟气中毒窒息。六、土方工程安全措施(1)坡面上的操作人员对松动的土、石块必须及时清除，严禁在危石下方作业、休息和存放机具。(2)设有支挡工程的地质不良地段，在考虑分段开挖的同时，应分段修建支挡工程。(3)施工中如发现山体有滑动、崩坍迹象危及施工安全时，应暂停施工，撤出人员和机具，并报监理。(4)大型机械进场，查清所通过道路、桥梁的净宽和承载力是否足够，否则应先予拓宽和加固。(5)机械在停机棚内起动时，必须保持通风；棚内严禁烟火，机械人员必须掌握灭火器材的使用方法。 (6)机械在危险地段作业时，必须设明显的安全警告标志，并应设专人站在操作人员能看清的地方指挥。(7)机械在边坡、边沟作业时，应与边缘保持必要的安全距离，使轮胎(履带)压在坚实的地面上。(8)施工遇有土体不稳、发生坍塌时，应立即停工，人、机撤至安全地点。七、混凝土工程施工安全1、搅拌站应按设计要求，安全装在具有足够承载力、坚固、稳定的基础上。操作处应设作业平台及防护栏杆；2、搅拌站的电气设备和线路，应绝缘良好。机械设备外露的转动部分，应设防护装置。3、搅拌站的机械设备安装完毕后，要检查：离合器、制动器、升降器是否灵活可靠；钢丝绳有无断裂或损坏等，并经试转，全部机械达到正常后，方可作业。4、人工手推车上料时，手推车不得松手撒把。运输斜道上，应设有防滑设施。5、操作震动器的人员，应备有橡皮手套及胶鞋等防护用品。6、震动器移动时，应保证电机的四芯电线有足够长度的松弛，切忌张拉过紧，以免电线断裂。7、移动当中如发现不正常的震动情况及焦臭味，应立即切断电源，停止动转，进行检查。8、在使用过程中，如震捣器温度过高，应停歇降温。八、安全教育1、进入场地的工人必须进行所属工种的安全教育，经考试合格后方可进行该工种的操作。2、工人变换工种，必须进行新工种的安全教育。3、做好安全教育记录，建立“职工劳保发放记录卡”，根据工种要求发放并记录。九、安全培训 特种作业人员必须经有关部门培训，经考试合格后持证上岗，操作证必须按期复审，不得延期使用。十、安全技术交底分部分项工程施工时需进行全面的，有针对性的书面安全技术交底，受交者确认后，履行签字手续。十一、安全检查建立定期的安全检查制度、定时间、定要求，明确重点部位，重点设备、危险岗位。作业段每天，工程队每周，项目半个月一次进行检查和总结，提出整改意见，落实整改措施，并进行复检。十二、现场安全纪律进入现场人员必须严格遵守“施工现场十大纪律和施工现场六不准”、“控制”的规定，对不听劝阻的，一律责令其离场。
