CodeforconstructionqualityacceptanceofbuildingdecorationNotificationonissuingnationalstandard“Codeforconstructionqualityacceptanceofbuildingdecoration”Basedontherequirementsof“Notificationonprintinganddistributingtheplanfortheformulationandrevisionofnationalengineeringconstructionstandards(the2ndlot)in1998”(Constructionstandard「1998」No.244)issuedbytheConstructionBureau,andthroughthejointcheckupofConstructionBureauandrelevantdepartments,the“Codeforconstructionqualityacceptanceofbuildingdecoration”,whichwasrevisedbyConstructionBureautogetherwithrelevantdepartments,wasapprovedasanationalstandardwiththenumberofGB50210-2001.ThisstandardwouldbeeffectivefromMarch1st,2002.Amongthestandard,theitems3.1.1,3.1.5,3.2.3,3.2.9,3.3.4,3.3.5,4.1.12,5.1.11,6.1.12,8.2.4,8.3.4,9.1.8,9.1.13,9.1.14and12.5.6aremandatory,andmustbeobservedstrictly.Atthesametime,theoriginal“Codeforconstructionandacceptanceofdecorationengineering”(GBJ210-83),“Codeforconstructionandacceptanceofbuildingdecoration”(JGJ73-91),aswellasChapter10and11of“Evaluationstandardforqualityinspectionofbuildingengineering”(GBJ301-88)wouldberepealed.TheConstructionBureauwouldberesponsibleforthemanagementofthisstandard,ChinaBuildingScientificResearchInstituteresponsibleforthedetailedinterpretation,andConstructionBureauStandardRatingResearchInstitutefororganizingChinaBuildingIndustryPresstopublishandissue.ConstructionBureau,thePeople’sRepublicofChinaNovember,1st,2001
ForewordThisstandardwasestablishedthroughtherevisionof“Codeforconstructionandacceptanceofbuildingdecoration”(JGJ73-91)and“Evaluationstandardforqualityinspectionofbuildingengineering”(GBJ301-88)byChinaBuildingScientificResearchInstitutetogetherwithrelevantdepartments,basedontherequirementsof“Notificationonprintinganddistributingtheplanfortheformulationandrevisionofnationalengineeringconstructionstandards(the2ndlot)in1998”(Constructionstandard「1998」No.244)issuedbytheConstructionBureauIntheprocessofrevision,thecodecompilationteamcarriedoutamonographicstudy;conductedabroadinvestigation;sumuptheexperienceindesign,material,constructionandotheraspectsofbuildingdecorationinmanyyears;andmadeanoverallrevisionbasedonthepolicyof“separatingacceptanceandevaluation,strengtheningacceptance,perfectingwayandmeans;aswellascontrollingtheprocess”.Inaddition,theyaskedforthecommentsofrelevantunitsinthewholecountrybyvariousmeans,revisedtimeandagainformainissues;andfinalizedthecontentsafterreviewing.Thiscodeisthequalityacceptancespecificationfordefiningifadecorationworkcanbeputintoservice.Thebuildingdecorationworkisdividedinto10sub-worksaccordingtotheconstructionprocessanddecorationposition.Exceptthesub-workofgroundthatwillbeprintedindependently,thequalityacceptanceforallother9sub-worksisstipulatedinthiscode.Thiscodehas13chapters.Thefirst3chaptersareGeneral,NomenclatureandGeneralStipulations.Chapters4~12arequalityacceptanceforsub-works.Inchapters4~12,thefirstsectionisthegeneralstipulations;andothersectionsarequalityacceptanceforeachsub-work.Chapter13isthequalityacceptanceforsub-works.Inthefuture,itmaybenecessarytomakepartialrevisionforthiscode.Theinformationanditemcontentsaboutpartialrevisionwouldbepublishedonthemagazine“EngineeringConstructionStandardization”.Inthiscode,thoseitemsmarkedinboldfacearemandatoryandmustbeobservedstrictly.Toimprovethecodequality,pleasepayattentiontosummarizeexperiencesandaccumulateinformationduringtheexecutionofthiscode,andfeedbackatanytimetherelevantcommentstoChinaBuildingScientificResearchInstitute(Address:30Beisanhuandonglu,Beijing,Zipcode:100013),forreferenceinfuturerevision.Maincompilingunits,participatingunitsandmaindraftsmenofthiscode:Maincompilingunit:ChinaBuildingScientificResearchInstituteParticipatingunits:BeijingConstructionQualitySupervisionStationChina1stConstructionBureauDecorationCompanyShenzhenConstructionQualitySupervisionandInspectionStationShanghaiHuili(Group)Corporation

Chapter1General1.0.1TheCodeisformulatedtostrengthenthequalitymanagementofbuildingengineering,unifythequalityacceptanceofbuildingdecoration,andensuretheprojectquality.1.0.2ThisCodeisapplicabletothequalityacceptanceforthedecorationofthebuildings,whicharenewlybuilt,expanded,rebuiltorexisted.1.0.3Thequalityacceptancerequirements,whicharestipulatedinthecontract,designdocumentsandothertechnicaldocumentsforbuildingdecoration,cannotbelowerthanthestipulationofthisCode.1.0.4ThisCodeshouldbeusedtogetherwiththenationalstandard“Unifiedstandardforthequalityacceptanceofbuildingconstruction”(GB50300-2001).1.0.5InadditiontothisCode,thequalityacceptanceforbuildingdecorationshouldalsoconformtothestipulationsofrelevantcurrentnationalstandards.Chapter2Nomenclature2.0.1BuildingdecorationVarioustreatingprocessestoinnerandoutersurfaceaswellasinter-spaceofbuildingsbyusingdecorationmaterialsormatters,soastoprotectmainstructure,perfectusagefunction,andbeautifybuildings.2.0.2PrimarystructureMainstructureorprotectingstructureofbuildings.2.0.3BasecourseThesurfacecoursereceivingdecorationdirectly.2.0.4DetailComponentsordecorationmattersusedpartiallyinbuildingdecoration.Chapter3GeneralStipulations3.1Design3.1.1Conductdesignforbuildingdecoration,andissuecompleteconstructiondrawingsanddesigndocuments.3.1.2Thecompanyundertakingthedesignforbuildingdecorationshouldhavecorrespondingqualificationsandshouldestablishqualitymanagementsystem.Thequalityproblemsduetodesignshouldbetheresponsibilityofdesigncompany.
3.1.1Thedesignforbuildingdecorationshouldconformtotherelevantstipulationsforcityplanning,firefighting,environmentalprotectionandenergysaving.3.1.2Thecompanyundertakingthedesignforbuildingdecorationshouldconductnecessaryinvestigationandsitesurveytothebuilding.Thedesigndepthshouldsatisfyconstructionrequirements.3.1.3Thedesignforbuildingdecorationmustensuresafestructureandmainusagefunctionofbuildings.Whenthedesigninvolvesthemodificationofmainbodyandweightbearingstructureortheincrementofduty,theoriginaldesigncompanyoradesigncompanywithcorrespondingqualificationmustcheckrelevantoriginalinformation;conductverificationandconfirmationforthesafetyofexistingbuildingstructure.3.1.4Thefirefighting,lightningprotectionandantiseismicdesignforbuildingdecorationshouldconformtothecurrentnationalstandards.3.1.5Conductanti-freezingoranti-condensationdesignwhenfreezingorcondensationmayoccurinthepipelinesinsidethewallorsuspendedceiling.3.2Material3.2.1Thecategory,specificationandqualityofmaterialsusedinbuildingdecorationshouldconformtodesignrequirementsandstipulationsofcurrentnationalstandards.Whenthereisnorequirementindesign,thematerialshouldconformtothestipulationsofcurrentnationalstandards.Itisstrictlyforbiddentousethosematerials,whicharerejectedbynationalpublicproclamation.3.2.2Thecombustionpropertyofthosematerialsusedinbuildingdecorationshouldconformtothestipulationsincurrentnationalstandards“Codeforfirefightingdesignofbuildinginternaldecoration”(GB50222),“Codeforfirefightingdesignofbuildings”(GBJ16),and“Codeforfirefightingdesignofhigh-riseresidentialbuildings”(GB50045).3.2.3Thematerialsusedinbuildingdecorationshouldconformtothosenationalstandardsrelevanttothelimitationofdetrimentalsubstanceinbuildingdecorationmaterials.3.2.4Checkmaterialcategory,specification,appearanceanddimensionwhenthematerialsaredeliveredtosite.Thematerialpackageshouldbeintact.Thematerialsshouldhavemillcertificate,instructionmanualinChinese,aswellastestreportforrelevantperformance.Forimportedproducts,conductcommodityinspectionaccordingtorelevantstipulations.3.2.5Forthosematerialsnecessarytoberecheckedafterbeingdeliveredtosite,thetypeanditemsshouldconformtothestipulationsineachchapterofthiscode.Forthematerialsdeliveredtositewithsamecategory,samecategory,andproducedbysamemanufacturer,takeatleastonegroupofsamplestorecheck.WhenotherwisespecifiedintheContract,executeaccordingtotheContract.
3.1.1Whenthereisnationalstipulationorcontractualagreementthatwitnessinspectionmustbeconductedformaterials,orthereisacontroversyoverthematerialquality,thewitnessinspectionshouldbeconducted.3.1.2Thecompanyundertakingtheinspectionandtestforbuildingdecorationmaterialsshouldhavecorrespondingqualification,andshouldestablishqualitymanagementsystem.3.1.3Forthematerialsbeingusedinbuildingdecoration,effectivemeasuresmustbetakenduringtransportation,storageandconstruction,topreventdamage,deteriorationandenvironmentalpollution.3.1.4Forthematerialsbeingusedinbuildingdecoration,conductfireproof,antisepsisandvermin-prooftreatmentaccordingtodesignrequirements.3.1.5Forthosematerialspreparedatsite,suchasmortarandadhesive,prepareaccordingtodesignrequirementsorproductinstructionmanual.3.2Construction3.2.1Thecompanyundertakingtheconstructionofbuildingdecorationshouldhavecorrespondingqualification,andshouldestablishqualitymanagementsystem.Theconstructioncompanyshouldcompileconstructionorganizationdesign,andgothroughreviewandapproval.Theconstructioncompanyshouldconductconstructionaccordingtorelevantconstructionengineeringstandardsorapprovedconstructionplan,andapplyqualitycontrolforthewholeconstructionprocess.3.2.2Thepersonnelundertakingtheconstructionofbuildingdecorationshouldhavecorrespondingqualification.3.2.3Theconstructionqualityofbuildingdecorationshouldconformtodesignrequirementsandstipulationsofthiscode.Thequalityproblemsduetotheviolationofdesigndocumentsandthiscodeshouldbetheresponsibilityofconstructioncompany.3.2.4Duringtheconstructionofbuildingdecoration,itisstrictlyforbiddentoviolatethedesigndocuments,andchangewithoutauthorizationthemainbody,weightbearingstructureormainusagefunctionofbuildings.Itisstrictlyforbiddentodismantleorchangethewater,heating,electric,fuelgas,communicationandotherassociatedfacilitieswithoutdesignconfirmationandauthorizationofrelevantdepartments.3.2.5Theconstructioncompanyshouldobservethelawsandregulationsonenvironmentalprotection,andtakeeffectivemeasurestocontrolthepollutionandhazardtosurroundingenvironmentcausedbysitedust,offgas,wastes,noise,vibration,etc.3.2.6Theconstructioncompanyshouldobservethelawsandregulationsonconstructionsafety,laborprotection,fireproofandgasproof;establishcorrespondingmanagementregulations,aswellasprovidenecessaryequipment,apparatusandidentificationmarks.
3.1.1Theconstructionforbuildingdecorationshouldbestartedafterthequalityacceptanceofbasalbodyorbasallayer.Beforethedecorationforexistingbuildings,conducttreatmentforbasallayerandmakeitreachtherequirementofthisCode.3.1.2Beforetheconstructionofbuildingdecoration,preparemasterpieceormasterpieceroomformainmaterials,andgetconfirmationfromrelevantparties.3.1.3Forthebuildingdecorationusinginsulationmaterialforwallsurface,thetype,category,specificationandconstructionprocessofinsulationmaterialsshouldconformtodesignrequirements.3.1.4Theinstallationandcommissioningofpiping,equipment,etc.shouldbefinishedbeforetheconstructionofbuildingdecoration;ifnecessarytoproceedsimultaneously,itmustbefinishedbeforethedecorationofsurfacelayer.Thebuildingdecorationcannotaffecttheusageandmaintenanceofpiping,equipment,etc.Thedecorationforbuildingsinvolvingfuelgaspipingmustconformtotherelevantregulationsonsafetymanagement.3.1.5Theinstallationofelectricapparatusinbuildingdecorationshouldconformtodesignrequirementsandcurrentnationalstandards.Itisstrictlyforbiddentolaywiresdirectlywithoutconduit.3.1.6Theenvironmentalconditionsforindoorandoutdoordecorationshouldsatisfytherequirementsofconstructionprocess.Theambienttemperatureforconstructionshouldnotbelowerthan5℃.Iftheconstructionmustbedoneattheambienttemperaturelowerthan5℃,effectivemeasuresshouldbetakentoensuretheconstructionquality.3.1.7Duringtheconstructionofbuildingdecoration,takemeasurestoprotectsemi-finishedproductsandfinishedproductsfrombeingcontaminatedordamaged.3.1.8Beforeacceptanceofbuildingdecoration,cleanuptheconstructionsite.Chapter4PlasterWork4.1GeneralStipulations4.1.1Thischapterisapplicabletothequalityacceptanceofnormalplasterwork,decorativeplaster,mortar-calkedjoint,andothersub-work.4.1.2Duringtheacceptanceofplasterwork,checkthefollowingdocumentsanddossiers:1.Constructiondrawing,designdescriptionandotherdesigndocumentsforplasterwork.2.Millcertificates,performancetestreports,siteacceptancerecordsandrecheckreportsofmaterials.3.Concealmentacceptancerecords.
1.ConstructionRecords.3.1.1Forplasterwork,conductrecheckforthesettlingtimeandstabilityofcement.3.1.2Forplasterwork,conductacceptanceforthefollowingconcealmentworks:1.Thereinforcementwiththetotalplasteringthickness≥35mm.2.Thereinforcementforthejointsbetweenthebasalbodieswithdifferentmaterials.3.1.3Theinspectionlotforeachsub-workshouldbedividedaccordingtothefollowingstipulation:1.Fortheoutdoorplasterworkwithsamematerial,processandconstructionconditions,every500~1000m2shouldbeoneinspectionlot,andtheportionlessthan500m2shouldalsobeoneinspectionlot.2.Fortheindoorplasterworkwithsamematerial,processandconstructionconditions,every50physicalrooms(forlargerroomsandcorridors,take30m2ofplasteringareaasoneroom)shouldbeoneinspectionlot,andtheportionlessthan50roomsshouldalsobeoneinspectionlot.3.1.4Inspectionquantityshouldconformtothefollowingstipulation:1.Foreachindoorinspectionlot,randomcheckatleast10%andnolessthan3rooms.Checkalliftherearelessthan3rooms.2.Foreachoutdoorinspectionlot,randomcheckatleastonelocationforeach100m2,andeachlocationisnolessthan10m2.3.1.5Beforetheconstructionofexteriorplasteringwork,installsteelorwoodendoorframe,windowframeandhandrail;aswellasblockuptightlytheconstructionholesonthewall.3.1.6Forthelimepasteusedinplastering,thematurationperiodshouldnotbelessthan15d;whileforthegroundlimepowderusedinfinishcoating,thematurationperiodshouldnotbelessthan3d.3.1.7Theexternalanglesofindoorwallsurface,columnsurfaceandopeningofdoorshouldbemadeaccordingtothedesignrequirements.Whenthereisnorequirementindesign,usecementmortarwithratioof1:2tomakeaconcealedanglebead,theheightofwhichshouldnotbelessthan2m,andthewidthateachsideshouldnotbelessthan50mm.3.1.8Whenitisrequiredthattheplasterlayershouldbewaterproofandmoistureproof,usewaterproofmortar.3.1.9Foreachkindofmortarplasteringlayer,takemeasuresbeforecoagulationtopreventquickdrying,waterflushing,bumping,vibratingandbeingfrozen;andtakemeasuresaftercoagulationtopreventitfromcontaminationanddamage.Thecementmortarplasteringlayershouldbecuredinwetcondition.
3.1.1Forexternalwallandceilings,itshouldbeadheredsecurelybetweentheplasterlayerandbasallayer,aswellasbetweenplasterlayers.3.2NormalPlasterWork3.2.1Thissectionisapplicabletothequalityacceptanceofnormalplasterworksuchaslimemortar,cementmortar,cementcompositemortar,polymer-cementmortar,aswellaslimeplasterwithhempcut,limeplasterwithstrawpulp,limepaste,etc.Thenormalplasterworkcanbedividedintoordinaryplasterandhighgradeplaster.Conductacceptanceaccordingtoordinaryplasterwhenthereisnorequirementsindesign.MainControlItems3.2.2Beforeplastering,removealldust,dirt,oilstainsandotherforeignsubstancesonthesurfaceofbasallayer,andalsowetthesurfacebysplashingwater.Inspectionmethod:inspecttheconstructionrecords.3.2.3Thecategoryandperformanceofmaterialsusedinordinaryplasteringshouldconformtothedesignrequirements.Therecheckresultsforthesettlingtimeandstabilityofcementshouldbequalified.Themixtureratioofmortarshouldconformtothedesignrequirements.Inspectionmethod:inspectmillcertificates,siteacceptancerecords,recheckreportsandconstructionrecords.3.2.4Theplasterworkshouldbeconductedlayerbylayer.Takereinforcementmeasureswhenthetotalplasteringthickness≥35mm;andtakereinforcementmeasuresforthesurfaceplasteringofjointsbetweenthebasalbodieswithdifferentmaterials,topreventcracking.Whenusingreinforcementmeshwork,theoverlapwidthbetweenreinforcementmeshworkandeachbasalbodyshouldbenolessthan100mm.Inspectionmethod:inspectconcealmentacceptancerecordsandconstructionrecords.3.2.5Itshouldbeadheredsecurelybetweentheplasterlayerandbasallayer,aswellasbetweenplasterlayers.Theplasterlayershouldbewithoutdelamination,cavity;whilethesurfacecourseshouldbewithoutburstingashandcracks.Inspectionmethod:observe;inspectbyknocklightlywithsmallhammer;andinspectconstructionrecords.GeneralItems3.2.6Thesurfacequalityofnormalplasterworkshouldconformtothefollowingstipulations:1.Theordinaryplasteringsurfaceshouldbesmooth,clean,flatinterfacing;andtheisolationjointsshouldbedistinct.
