 验收日期：2010年12月7日蚌埠市淮上区2010年农村饮水安全工程竣工自验工作报告前言蚌埠市淮上区2010年农村饮水安全工程已于2010年11月20日全面完工，并于2010年12月2日，由区农村饮水安全项目领导小组办公室组织各参建单位及运行管理单位，对工程进行了完工验收，现已具备工程竣工自验条件。2010年12月7日，蚌埠市淮上区水利局在蚌埠市淮上区行政办公中心主持召开该工程区级验收会议。参加会议的有区水利局、区发改委、区财政局、区卫生局、区农村饮水安全项目领导小组办公室、固镇县水利电力设计室、宿州市水利水电建筑勘测监理有限公司、吴小街镇政府、小蚌埠镇政府、曹老集镇政府、蚌埠市顺昌水利工程有限公司、蚌埠市振华水利工程总公司、安徽创汇土木工程有限公司、安徽鸿石建设工程有限公司等单位负责人或代表。自验工作组查看了工程现场，听取了项目法人、设计、监理、施工等单位的汇报，查阅了有关工程档案资料，并根据《安徽省农村饮水安全工程验收办法》（皖水农函〔2008〕489号）和水利部《水利水电建设工程验收规程》（SL-223-2008）等相关要求，对照《淮上区2010年农村饮水安全工程实施方案》（批准文号为发改农经〔2010〕156号），现场抽检了管道长度、埋设深度及阀门和水表等附属设施及配件的安装情况，并对蚌埠市淮上区2010年农村饮水安全工程进行了工程竣工区级验收。一、工程概况（一）工程名称及位置淮上区2010年农村饮水安全工程涉及小蚌埠、吴小街及曹老集等三个乡镇，受益村庄分别为小蚌埠镇芦小庙村、山香村、芦台村，吴小街镇吴小街村、九台村，曹老集镇的杨湖村。（二）工程主要建设内容根据市发改委和市水利局发改农经〔2010〕156号文批准的《淮上区2010年农村饮水安全工程实施方案》，淮上区2010年农村饮水安全工程均为管网延伸工程，小蚌埠镇和吴小街镇的本工程是利用城市自来水管网进行管网延伸供水到户，曹老集镇的杨湖村是利用金山湖水厂，采用管网延伸供水到户，该水厂为2008年建成的农村饮水工程，位于曹老集镇金山湖村。工程计划受益人口1.08万人。工程主要建设内容为铺设干支管道72.92km，安装入户管道2377户，入户管道长度74.625km，铺设砂垫层2282m3，破除和恢复砼路面及地坪1250m2，砌筑阀门或水表井249座，共需开挖土方2.9万m3，回填土方2.82万m3。（三）工程建设有关单位参与淮上区2010年农村饮水安全工程建设的单位主要有：项目法 人：淮上区农村饮水安全项目领导小组办公室设计单 位：固镇县水利电力设计室管材供应单位：康泰塑胶科技集团有限公司江苏江特科技有限公司广东联塑科技实业有限公司浙江伟星新型建材股份有限公司施工单 即2010年7月10日正式开工。首先由施工单位按照施工图设计进行施工放样，然后由区农饮办会同设计单位、监理单位进行复核确认后，施工单位方进行管道沟槽开挖。干、支管道为PE塑料管材，入户管道为PP-R管材。管材供货商按照合同要求及时供应管材，确保工程施工不受影响，管材运至施工工地后，由区农饮办、监理及施工方代表联合进行验收，并抽样送具有国家认定检测资质的机构进行质量检测，经检测质量合格后方可使用。在管道铺设中，施工人员均按照相关规范要求，对于直径≤75mm的管道及配件采用承插式热熔焊接，对于直径＞75mm的管道则采用对接式热熔焊接。直径≤75mm的管道焊接采用的是手持便携式小型热熔机，直径≥90mm的管道焊接采用的是固定机械式热熔机，直径≥200mm的管道焊接则采用的是固定液压式热熔机。监理人员对开挖的管槽、槽底铺设的砂垫层几管道焊接质量等进行检查确认合格后，施工人员对管槽土方进行回填夯实，对于因管槽开挖而破碎的砼路面和地坪，监理人员大多采取旁站监理，对砼浇筑质量进行控制。由于本工程位于城乡结合部，群众经济条件较好，不光村庄内道路绝大部分为砼路面，且家家户户门前大多为砼地坪，4个标段的施工单位虽对施工难度有一定认识，但在实际施工过程中，还是显得对施工难度认识不足。例如：施工单位原计划采用砼破碎机械来破碎砼路面和地坪，但很多群众却认为如此施工会对沟槽两侧的砼地坪和路面造成很大扰动，纷纷要求施工单位改变施工方法，虽经区农饮办、乡镇政府、村委会相关人员全力协调，但仍有部分农户不同意，故施工单位只能采取人工破碎。部分农户因干、支管道距离住房墙基较近，也多次阻挠而造成工程停工。另外，有部分入户管道已按农户要求安装结束，但该户群众又感觉不满意，要求移位重新安装，造成工程返工。上述多种原因给工程施工的顺利进行造成了一定影响，在参建各方的共同努力下，整个工程至2010年11月30日方全部完工。各施工标段计划和实际开、完工时间见下表。各施工标段计划和实际开、完工时间序号标段工程名称计划开工时间实际开工时间计划完工时间实际完工时间1施工Ⅰ标段芦小庙村饮水安全工程2010年7月10日2010年7月21日2010年12月10日2010年11月3日2施工Ⅱ标段山香村和芦台村饮水安全工程2010年7月11日2010年7月30日2010年12月10日2010年11月7日3施工Ⅲ标段吴小街村和九台村饮水安全工程2010年7月12日2010年7月27日2010年12月10日2010年10月29日4施工Ⅳ标段杨湖村饮水安全工程2010年7月10日2010年7月10日2010年12月10日2010年11月20日二、验收范围验收范围为批复的淮上区2010年农村饮水安全工程，分别为小蚌埠镇的芦小庙村、山香村、芦台村、吴小街镇的吴小街村、九台村，曹老集镇杨湖村等6个行政村的饮水安全工程，计划覆盖人口为1.08万人，其中芦小庙村404户2954人，山香村750户1454人（含小学162人），芦台村526户1864人，吴小街村（铁路东）430户2116人，九台村327户3556人，杨湖村239户1120人（含小学148人）。三、工程完成情况和完成的主要工程量情况根据批复文件，淮上区2010年农村饮水安全工程均为管网延伸工程，计划主要工程量为铺设干支管道72.92km，安装入户管道2377户，入户管道长度74.625km，铺设砂垫层2282m3，破除和恢复砼路面及地坪1250m2，砌筑阀门或水表井249座，共需开挖土方2.9万m3，回填土方2.82万m3。工程实际完成干支管道铺设78.09km，入户管道长度69.18km，铺设砂垫层2704m3，破除和恢复砼路面及地坪3077m2，砌筑阀门或水表井382座，累计开挖土方3.31万m3，回填土方3.25万m3，安装入户管道2306户，入户率为97%。淮上区2010年农村饮水安全工程计划工程量与实际完成工程量对比表序号项目名称单位计划工程量实际完成工程量备 注1人工挖土方m32904833105 　四、资金使用及审查意见根据《关于下达农村饮水安全工程2010年第一批中央预算内投资计划的通知》（皖发改投资〔2010〕491号），淮上区2010年农村饮水安全工程投资计划为536万元，其中中央投资322万元，省级配套107万元，市级配套22万元，区级配套69万元，群众自筹16万元。中央资金及地方配套资金均已全额到位，群众自筹资金也存入区农饮专户，与工程专项资金统筹使用。资金使用采取报账制，各施工单位向监理单位申报工程进度，监理审核后提交区农饮办复核批准，然后区财政局根据区农饮办出具的拨款单，按合同规定核拨工程款。五、工程质量评定根据批准的项目划分方案，本工程共划分为4个单位工程，26个分部工程，224个单元工程。按照《水利水电工程施工质量检验与评定规程》（SL176—2007）规定，根据施工单位和监理单位的自评和复核情况，并结合现场监督检查情况，评定本工程的224个单元工程全部合格，其中优良单元工程84个，优良率37.5%，26个分部工程全部合格，工程总体质量等级为合格。各标段工程质量情况见下表：各标段工程质量评定情况汇总表施工标段单位工程质量分部工程质量单元工程质量总数(个)合格(个)优良(个)优良率(%)总数(个)合格(个)优良(个)优良率(%)1标段工程合格7757572950.80%2标段工程合格5559592847.50%3标段工程合格7747471226.00%4标段工程合格7761611525.00%合计26262242248437.5%按照《水利水电工程施工质量检验与评定规程》（SL176—2007）规定，本工程的4个单位工程质量全部合格，施工质量检验资料基本齐全，工程运行情况良好，本单位工程质量等级评定为合格。六、存在的问题及处理意见工程施工现场条件和施工环境等因素对工程工期造成一定影响，经参建各方共同努力，现工程已全部完工，部分村庄管网已通水使用，并交付管理单位投入使用，在施工过程中未发现重大问题。七、验收结论验收工作组通过查勘工程现场，听取了项目法人、设计、监理、施工等单位的汇报，查阅了工程有关资料，并进行了充分讨论，取得了一致意见：蚌埠市淮上区2010年农村饮水安全工程已按设计要求全部完成，工程投资控制较为合理，工程档案资料齐全，单位工程质量等级为合格，同意验收并交付管理单位使用。八、验收小组签字表（附后） regulationsoftheparty.andrevisedthenecessityandrevisedhistoryoftheCPCCentralCommitteetheamendmenttotheChineseCommunistPartymembersandleadingcadreshonestpoliticsseveralguidelines>andcolumn1by2015tostrengthenpartylawsandregulationsfocus.TwopartyregulationsrevisionworklastedaYears,poolingthewisdomofthewholeparty,ideologicalconsensus,drawhistoricalexperience,respectforthewisdomofourpredecessors,whichreflectstheunityofinheritanceandinnovation;followthecorrectdirection,graspthelimitedgoals,adheretotheparty"sleadership,tosolvethemassesofthepeoplereflectafocusontheproblem.Thenewrevisionoftheand,reflectstheparty"s18andtheeighthsessionofthethird,thespiritofthefourthplenarysession,reflectingtheexperienceofstudyingandimplementingtheGeneralSecretaryXiJinpingseriesofimportantspeech,reflectstheparty"seighteenyearscomprehensivestrictlypractice.(a)revisedtworegulationsofthepartyneedofinbasedonrevised,thepromulgationandimplementationofJanuary2010,tostrengthentheconstructionofthecontingentofleadingcadresplayanimportantrole.Butwiththepartytomanagethepartystrictlyadministeringthedeepening,hasnotbeenabletofullymeettheactualneeds.Contentistoocomplicated,"eightprohibition,52arenotallowedto"hardtoremember,andalsodifficulttoputintopractice;thesecondisconciselypositiveadvocatedbythelackofprohibitedprovisionsexcessive,noautonomyrequirements;thethirdisbannedtermsanddisciplinelaw,bothwiththepartydiscipline,disciplinaryregulationsrepeatandCriminallawandotherlawsandregulationsrepeat;thefourthisto"clean"thethemeisnotprominent,notfortheexistingproblems,andisnarrow,onlyneedleofcounty-levelleadingcadresabove.isin1997basedonrevision,inDecember2003thepromulgationandimplementation,tostrengthentheconstructionofthepartyplayveryimportantrole.Alongwiththedevelopmentofthesituation,whichmanyprovisionshavebeenunabletofullymeetthecomprehensivestrictlyadministeringthepractice Inspectionfrom2014undersixmonthsbeginstudytworegulationsrevision.TheStandingCommitteeoftheCentralCommissionforDisciplineInspection4reviewrevised.ComradeWangQishan14timesheldaspecialmeetingtostudytworegulationsrevision,amendmentclarifiesthedirection,majorissuesofprinciple,pathandtarget,respectivelyheldaforumwilllistentopartoftheprovince(area)secretaryofthePartycommittee,SecretaryoftheDisciplineInspectionCommission,partofthecentralministriesandstateorgansDepartmentThefirstpartycommitteeismainlyresponsibleforpeople,viewsofexpertsandscholarsandgrassrootspartyorganizationsandPartymembers.ApprovedbytheCentralCommitteeoftheCommunistPartyofChina,on7September2015,thegeneralofficeoftheCentralCommitteeofthePartyissuedanoticetosolicittheprovinces(autonomousregions,municipalities)Party,thecentralministriesandcommissions,stateministriesandcommissionsoftheParty(party),theGeneralPoliticalDepartmentofthemilitary,every3peopleorganizationofPartyoftworegulationsrevisionopinion.CentralCommissionforDisciplineInspectionofextensivesolicitationofopinions,careful
