'IGENERALPRINCIPLES1.BillsofquantitiesBillsofquantitiesshallfullydescribethematerialsandworkmanshipandaccuratelyrepresenttheworktobeexecuted;workwhichbyitsnaturecannotbeaccuratelymeasuredshallbedescribedasprovisional.Provisionalitemsorsectionsshallrepresenttheworktobecarriedoutasaccuratelyasisreasonablepossible.2.PrinciplesofmeasurementThisStandardMethodofMeasurement,whilstaimingatprovidinguniformunitsofmeasurementandstandardallowances,etc.,isadefinitionofprincipleratherthananinflexibledocument.InparticularandexceptionalcasetheSurveyorisexpectedtousehisdiscretionandtoadoptspecialmethods,providedtheprinciplesofmeasurementlaiddownareobservedandtheintentioninmadecleartoEstimator.Ifitisintheinterestofaccurateandpracticalestimating,hemaygivemoredetailedinformationthanisdemandedbystrictadherencetothisdocument.3.ApplicabilityofmethodsofmeasurementThemethodsofmeasurementlaiddownshallbeapplicabletothepreparationofBillsofQuantitiesbeforetheworkincommencedequallywithmeasurementoffishedwork.4.Unitsofmeasurementa.Thefollowingunitsofmeasurementshall,exceptashereinafterprovided,beadoptedthroughout:-(1)Itemsgivenbyweight-kilograms(2)Itemsgivencube-cubicmeter(3)Itemsgivensuper-squaremeter(4)Itemsgivenrun-linearmeter(5)Itemsenumerated-numberb.Eachmeasurementshallbetakentothenearest10millimeters(i.e.5millimetersandovershallberegardedas10millimetersandlessthen5millimetersshallbedisregarded).Thisruleshallnotapplytoanydimensionsstatedindescriptions.5.DrawingsandSpecificationThedrawingsformwhichtheBillsofQuantitieshavebeenpreparedshallbelistedandreferenceshallbemadetoanySpecificationonwhichtheBillsofQuantitiesdescriptionsarebased.6.Unitsofbillinga.Wheretheunitofbillingisthemeter,quantitiesshallbebilledtothenearestwholeunit.Fractionofaunitlessthanhalfshallbedisregardedandallotherfractionsshallberegardedaswholeunits.b.Wheretheunitofbillingisthekilogram,quantitiesshallbebilledtothenearestwhole unit.Fractionsofaunitlessthanhalfshallbedisregardedandallotherfractionsshallberegardedaswholeunits.a.WheretheapplicationofthisClausewouldcauseanentireitemtobeeliminated,suchitemshallbebilledasonewholeunit.b.Whenbillingitemsofvariationorremeasurementinadjustmentofaccounts,omissionsandadditionsofitemswheretheunitofbillingisthemetershallbebilledtothenearestonetenthofawholeunit,andwheretheunitofbillingiskilogramshallbebilledtothenearestwholeunit.7.WorkmeasurednetUnlessotherwisestated,allworkshallbemeasurednetasfixedinitsplace.8.OrderofdimensionsIngivingdimensionstheordershouldbeconsistent,andgenerallyinthesequenceoflength,widthandheight.9.CostsheldtobeincludedinitemsEachitemshall,unlessotherwisestated,beheldtoincluded:-a.Laborandallcostsinconnectiontherewith.b.Materials,goodsandallcostsinconnectiontherewith(e.g.conveyance;delivery;unloading;storing;returningpackings;handing;hoisting;lowering).c.Fittingandfixingmaterialsandgoodsinposition.d.Useofplant.e.Allcuttingandwaste.f.Establishmentcharges.Overheadchargesandprofit.10.MinimumdeductionsWhereminimumdeductionsofvoidsaredealtwithinthisdocumenttheyshallreferonlytoopeningsorwantsdetachedfromtheboundariesofshespacemeasured.Openingsandwantscausedbyprojectionsfromtheboundaryofthespacemeasuredshallalwaysbethesubjectofdeduction,irrespectiveofsize.11.GroupingofpipesizesPipesortubing(whichtermsshallbesynonymousfortheserulesofmeasurement)shallbedescribedbytheirinternaldiameterunlessotherwisestated.Whererequiredbytherulesofthisdocumentpipesshallbegroupedtogetherwithinthefollowinglimitsanddescribedas:-a.Smallpipes(pipesnotexceeding55millimetersdiameter).b.Largepipes(pipesexceeding55millimetersbutnotexceeding110millimetersdiameter).c.Pipesexceeding110millimeters(diametertobestated).12.CircularworkWherecircularworkisrequiredbyrulesofthisdocumenttobekeptseparateitshallbegroupedtogetherwithinthefollowinglimitsanddescribedasbeingto:-a.Smallradius–anyradiusnotexceeding300millimeters. a.Mediumradius–anyradiusexceeding300millimetersbutnorexceeding1.5meters.b.Largeradius–anyradiusexceeding1.5meters.132.ProvisionalandPrimeCostSumsTheuseofthetermsProvisionalandPrimeCostSumsshallbemadeinconformitywiththefollowingdefinitionsunlessotherwiseprovidedintheconditionsofcontract.a.Theterm“ProvisionalSum”shallmeanasumprovidedforworkorcostswhichcannotbeentirelyforeseen,definedordetailedatthetimethetendingdocumentsareissued.b.Theterm“PrimeCostSum”shallmeanasumprovidedforworkorservicestobeexecutedbyaNominatedSub-ConstructororformaterialsorgoodstobeobtainedfromaNominatedSupplier.SuchsumshallbedeemedtobeexclusiveofanyprofitorattendancerequiredbytheMainContractorandprovisionshallbemadefortheadditionthereof.14.Workunderreservoir,riverorseawaterAllworkexecutedinorunderreservoir,riverorseawatershallbegivenseparatelystatingthelevelsofhighandlowwaterwhereapplicable.15.WorkincompressedairAllworkrequiredtobecarriedoutincompressedairshallbegivenseparately.16.GenerallyEachSub-SectionofaTradeshallbereadinconjunctionwiththeGeneralRulesandPrinciplesdetailedin“Clause1.Generally”ofthatTrade. IIPRELIMINARYPRELIMINARYPARTICULARS1.Employer,ArchitectandQuantitySurveyorThenamesoftheEmployer,ArchitectandQuantitySurveyorshallbestated.2.DescriptionofworksAgeneraldescriptionoftheworkscomprisedintheBillsofQuantityshallbegiven.Thesizeofthebuildingandheightaboveandbelowgroundlevelshallbestatedtogetherwiththenumberofstories.3.Siteaninspectiona.Thepositionofthesiteshallbedescribedwithanyparticularsastoaccessandtoanylimitationsastoextentandpositionoftheworkingspace.Attentionshallbedrawntoanyadjacentorabuttingbuilding.b.Contractorstenderingshallbeadvisedtovisitthesiteandinspectholes(ifany)andshallbeinformedwherekeysmaybeobtained,iftheyarerequired,andwherethedrawingsandotherdocumentsmaybeseen.c.Anystipulationastouseordisposalofsand,gravelorrockthatmaybefoundonthesiteshallbestated.4.Divisionoftheworkintosectionsa.Wherepossessionofthesiteistobegiveninsectionsatdifferentdates,particularsshallbegiven.b.Wheretheworksaretobeexecutedinanyspecificorderorinsections,particularsshallbegiven.CONDITIONSOFCONTRACT5.Formofcontracta.TheformofcontractandconditionsshallbestatedandascheduleoftheclauseheadingstobeusedshallbesetoutintheBillsofQuantities.b.Acopyofthefullconditionsshallbesuppliedtothecontractorsormadeavailablefortheirinspection.c.Anyitemsaffectingpricewhichareincidentaltooramplificationofsuchclausesshallbefullydescribed.6.ParticularstobeinsertedinAppendixofConditionsTheparticularswhichwillbeinsertedinanyAppendixtoScheduleofConditionsshallbegivenintabulatedform.7.Sub-lettingTheconditionsunderwhichthecontractormaysub-letportionsofthework.8.ArtistsorTradesmennotSub-Contractors IIIDEMOLITIONSANDALTERATIONSGENERAL1.Generallya.Thelocationofdemolitionsandalterationsshallbegiveninthedescriptionoftheitems.b.Shoringandscaffoldingincidentaltothedemolitionsandalterationsshallbegiveninthedescriptionoftheitems.Othershoring(e.g.tooldbuildingleftstanding)shallbegiveninaccordancewithClause10hereof.c.OldmaterialsarisingformthedemolitionsandalterationsshallbecomethepropertyoftheContractorunlessotherwisestated.Clearingawaysucholdmaterialsshellbeheldtobeincludedwiththeitems.ProvisionsshallbemadeintheBillsofQuantitiesforcredits.d.OldmaterialsrequiredtoremaintothepropertyoftheEmployershallbesodescribed.Settingasideandstoringsucholdmaterialsshallbegiveninthedescriptionoftheitems.e.Oldmaterialspermittedtobere-usedinworkmeasuredasnewshallbesodescribed.Noadjustmentshallbemadetothemeasuredquantitiesofnewworkinwhichsuchmaterialsarere-used.DEMOLITIONS2.Demolitionsa.Demolitionsindividualstructure(orpartthereof)shallbegivenasitems,exceptthatclearingthesiteofallstructuremaybegivenasanitem.Thelowestlevelofdemolitionshallbestated(e.g.downtothetopsurfaceofconcreteatthelowestfloorlevel).b.Wherewholestructureshallbedemolished,adescriptionofthestructureshallbegiven,statingtheoveralldimensions,numberofstoreys,natureofthegeneralconstructionandanyotherrelevantdetails.c.Leavingpartsofoldwallstemporarilyinpositiontoactbuttressesshallbegivenindescriptionofdemolitionitems.ALTERATIONS3.Alterationsgenerallya.Alterationworkwhichwouldbemostconvenientlypricedonthesiteshallbegroupedtogetherandgivenunderanappropriatesubheading.b.Alterationworkshallbedescribedorgroupedaccordingtolocation.4.Cuttingopenings Cuttingopeninginoldstructuresshallbegivenasitemsstatingthenominalfinishedsizeoftheopening,thetypeandthicknessoftheoldstructureandthetreatmentaroundtheopening(e.g.insertingtrimmers,lintels,arches,sillsandthelike;quoiningupjambs).Extendingfinishingsandmakinggoodallworkdisturbedshallbegiveninthedescription.Newdoors,windowsandthelikeshallbemeasuredindetailinaccordancewiththeappropriaterules.5.BlockingupopeningsBlockingupopeningsinoldstructuresshallbegivenasitemsstatingthesizeofopeningandthenatureandthicknessofthenewwork.Takingoutthresholds,arches,sillsandthelike,bondingorotherwisesecuringthenewworktotheoldstructure,extendingfinishingsonthenewworkandmakinggoodallworkdisturbedshallbegiveninthedescription.6.PullingdownpartsofstructurePullingdownwalls,partitions,floors,roofs,staircasesandotherpartsofoldstructureshallbegivenasitems.Wherepracticablequantitiesanddimensionsshallbegiveninthedescription.7.TakingdownfittingsandfixturesTakingdownfittingsandfixtures(e.g.doors,windows,sanitaryappliances,counters,cupboards)shallbegivenasitemsstatingthesize.Thoserequiredtobesetasideforrefixingshallbesodescribed.8.RefixingfittingsandfixturesRepairing,adaptingandrefixingoldfittingsandfixturesshallbegivenasitemsstatingthesize.SUNDRIES9.TemporaryscreensandtemporaryroofsTemporaryscreensandtemporaryroofsshallbegivensuperorenumeratedasmaybeappropriate.Weatherproofscreensanddustproofscreensshallbesodescribed.Temporaryarrangementfordealingwithrainwater,temporarydoors,temporarywindowsandthelikeinscreensshallbegiveninthedescription.Thedescriptionshallincludeforerection,maintenance,alterationandadaptationasnecessaryduringtheContractandthesubsequentclearingawayandmakinggoodofallworkdisturbed.10.ShoringTimbershoring(otherthanthatincidentaltodemolitionsandalterations)shallbegivencubestatingthepositionandtypeofshoringandthenatureofthestructuretobeshored.Erecting,maintaining,clearingaway,cuttingholesinthestructureandmakinggoodallworkdisturbedshallbeincludedinthedescription.Obtaininglicencesandpayingfeesandprovidingallnecessarynails,wedgesandboltsshallbeheldtobeincludedwiththeitems.
